Main Purpose of Job

The Maryland Department of Human Resources (DHR), the State’s human services agency, seeks a strong administrator to serve as the Executive Director of the Child Support Enforcement Administration (CSEA).  The position, located in Baltimore, has a staff of 360 and a $92.1 million operating budget.  

The Executive Director oversees a wide range of Child Support programs throughout the State, and manages, administers and coordinates all Statewide and Intergovernmental activities and programs related to federal and state child support enforcement laws.  Services are provided through DHR’s Local Departments of Social Services and Local Offices of Child Support Enforcement across 23 counties and Baltimore City.  

This position also supervises CSEA Deputy Executive Directors and the Directors of the Local Offices of Child Support Enforcement in Anne Arundel, Baltimore, Montgomery, and Prince George’s counties.

The CSEA Executive Director reports to the Deputy Secretary for Programs, is a member of DHR’s Leadership Team, and serves as the principal advisor to DHR’s Secretary and Deputy Secretaries on all policies, legislation, regulations, and initiatives related to Child Support Enforcement Administration programs.

MINIMUM QUALIFICATIONS

Applicants must have a Bachelor’s degree from an accredited college or university and a minimum of five (5) years of executive level experience in the administration of human service programs.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have extensive leadership experience with child support programs which includes responsibility for budget, program planning, implementation, and administration.  Other desired qualifications include strong leadership and management skills, strong communication skills, and the ability to implement change, motivate staff, and build and maintain relationships with federal, state, and local partners.

SELECTION PROCESS
