Introduction

The Maryland State Treasurer’s Office, Insurance Division, is responsible for administering the State's Insurance Program which is comprised of both commercial and self-insurance. Commercial insurance policies are procured to cover catastrophic property and liability losses, and other obligations derived from State contracts, statutes and regulations. Among the several exposures covered by commercial policies are State maintained toll bridges and tunnels, rail operations, assorted professional liability exposures and student athlete accidents. The State also self-insures a significant portion of its exposures and maintains the State Insurance Trust Fund to pay claims and the costs associated with handling those claims. Self-insurance coverage includes State-owned real and personal property, vehicles, and liability claims covered under the Maryland Tort Claims Act.

The Insurance Division is comprised of four units: Claims, Underwriting, Loss Management  and Litigation. The Division's goal is to provide statewide risk management through loss restoration (Claims), loss protection (Underwriting), loss management (Loss Control/Prevention), and loss resolution (Litigation). The mission of the Loss Management Specialist is to oversee the coordination of an effective and sustainable Risk Management Program for all State agencies with a focus on reduction and control of preventable sources of loss, and reducing the cost of losses covered under the State Insurance Trust Fund (SITF) and supplemental commercial insurance policies.

Main Purpose of Job

The mission of the Loss Management Specialist is to oversee the coordination of an effective and sustainable risk management program for all State agencies, with a focus on reduction and control of preventable sources of loss, and reducing the cost of losses covered under the State Insurance Trust Fund and commercial insurance policies for lines of property and casualty coverage that are managed by the Insurance Division of the State Treasurer's Office.  This position does not supervise.

POSITION DUTIES

EXAMPLES OF WORK:

  • Works with claims adjusters, underwriters and Assistant Attorneys General to help develop suggested action plans for all State agencies to implement in order to help reduce the frequency and severity of their preventable losses
  • Participates in large and serious preventable loss investigations and proposes action plans to eliminate or mitigate the cost of future such occurrences; conducts any optional follow up visits after the completion of repairs
  • Develops risk management reports that will quantify and analyze incurred loss costs and trends for claims presented under the SITF and commercial insurance policies
  • Meets with appropriate representatives of all State agencies to assess their main sources of risk and promote the importance of effective safety and loss prevention programs
  • Assists State agency safety/risk management staff with the design and implementation of action plans that will reduce the cost of preventable losses and reduce or eliminate the sources of potential loss
  • Conducts educational and informational risk/loss control presentations throughout the State
  • Monitors all State agency results in meeting loss cost reduction and risk management action plan goals

MINIMUM QUALIFICATIONS

Education:  Bachelor’s Degree from an accredited college or university.

 

Experience:   Minimum of 5 years of direct risk and loss control experience working for a Commercial or Property & Casualty Insurance Carrier.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s). 
  • Strong technical knowledge for risk and loss control principles and concepts with a niche for commercial property and casualty lines of coverage.
  • Strong presentation skills and the ability to be a dynamic strategic leader are critical as the position will require direct client interaction, the ability to work with other insurance professionals in a team and develop solutions to complex risk control problems.
  • Hands-on experience as a Safety Officer, especially for another State agency
  • Experience adjusting multi-line claims
  • CERM, CMA, RIMS Fellowship, or other insurance industry designations or related course work

 

Selection Plan

This is a position specific recruitment for a Treasury Specialist VII in the Insurance Division of the Maryland State Treasurer's Office.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

LIMITATIONS ON SELECTION

Candidates must be willing to work in the Annapolis area.

Candidates will be required to travel to various in-state agencies.

Candidates will be subject to a background investigation including credit, criminal, and driving history.

A valid driver's license is required for this position.
