Main Purpose of Job

The main purpose of this position is to serve as the Human Resources Officer II for the Department of Public Safety Services (DPSCS) Recruitment, Examination and Retention Unit. The HR Officer II will manage projects with advanced level professional work in the administration of HR programs in the State Personnel Management System (SPMS). The incumbent performs in HR management functional areas such as recruitment, employment services, the interview process and creation of employment selection rating tools. The HR Officer II is considered a technical expert within the recruitment and hiring process.

POSITION DUTIES

  • Provides Professional and Superior Customer Services to internal and external clients/customers aligned with DPSCS’s mission and vision. Leads recruitment projects assigned by the Assistant Manager to include, test development and verification, retention strategies, compliance with COMAR, SPP, DBM best practices and DPCSC policies and directives.
  • Conducts job analysis for the purpose of developing legal indispensable examination instruments for all DPSCS identified classifications as necessary to include training and experience evaluation, written exams, oral exams, etc. Consults with subject matter experts (SME) regarding critical job tasks, knowledge, skills, performance measures, and to get feedback on draft and final test items. Maintains integrity on confidential test items. Recommends passing points and ranking process for eligible lists. Assists with development of automated testing modules. Utilizes available state personal information to edit and improve applicant screening. Makes necessary revisions in preparation for test use.
  • Develops curricula for training and conducts training on various topics including recruitment and testing related subjects (e.g. JobAps, Recruitment Overview, Minimum Qualifications, etc.) To support and develop the resources of agency RERU staff. Assesses training needs through consultation with hiring authorizes and subject matter experts (SME) and any other representative and customize programs to specific classification mean.  
  • Directly communicates with DBM Recruitment and Examination Division and the Shared Services Help Desk to receive recommendations, support, best practices and technical assistance.
  • Troubleshoots technical and procedural issues with JobAps and test scanning and scoring processes.
  • Develops JobAps training materials, identifying needs assessment and conduct training to other RERU staff and HR HUBS (HR Officer III, Personnel Associate I/II). Analyze the agency’s recruitment and selection business process including identifying gaps or issues and creating a system protocol and procedures for JobAps processes and training.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Two and one half years of professional HR experience involving recruitment and employment services, classification and compensation, employee relations, test development and validation job analysis, job evaluation, salary administration, HR program evaluation, or HR policy formulation.

Notes:

1. Professional HR management work in the areas of recruitment and selection, classification, salary administration, employee relations, test development and validation or as a generalist may be substituted on a year-for-year basis for up to four years of the required education.

2. Paraprofessional personnel work experience may be substituted on a year-for-year basis for up to four years of the required education. Paraprofessional personnel work is defined as work involving the application of public sector personnel procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience includes responsibility for activities such as: preparing and maintaining employment records, calculating salaries, applying personnel-related rules and policies, preparing personnel-related reports, conducting employee orientation and counseling employees regarding benefits and obligations and responding to inquiries concerning employment procedures.

3. Thirty graduate credit hours from an accredited college or university in the fields of HR/personnel administration, human resources management, business administration, public administration, statistics, tests and measurements, psychology or a related field may be substituted for up to two years of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in human resources management classifications or human resources management specialty codes in the human resources management field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

6 months creating written examinations for entry level and promotional employment opportunities OR a minimum of 2 graduate courses in advanced statistics, tests/assessment development, job analysis, item writing/analysis, or related coursework.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification are required to obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System from the Office of Personnel Services and Benefits, Department of Budget and Management within six months from the time of appointment to the position. Employees are also required to obtain recertification every six months thereafter.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
