MDE is recruiting for two Regulatory and Compliance Engineer (RCE) I positions.  These positions are entry level engineer positions that review, analyze, and evaluate engineering designs and specifications, operation and maintenance plans, Nutrient Management Plans (NMP), and other technical and scientific information required by Code of Maryland Regulations (COMAR)in support of Sewage Sludge Utilization Permit application for compliance with State laws and regulations, and Department procedures, policies, and guidelines to ensure the protection of public health and the environment. These positions also prepare Sewage Sludge Utilization Permits.

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.

 2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

It is preferred that the selected candidate has an engineering degree in the following disciplines:

• Agricultural 
• Civil
• Environmental

It is also preferred that the selected candidate has the following:

• Proficiency in Microsoft Office Suite;
• Experience or knowledge in Agricultural, Civil, or Environmental Engineering;
• Experience related to sewage sludge management;
• Training related to nutrient management. 

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
