Introduction

This is a position specific recruitment in which the Maryland Department of the Environment/Water Management Administration is hiring multiple Regulatory and Compliance Engineer/Architect I.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintain for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The main purpose of these positions is to protect State water quality standards and implement the requirements of the federal Clean Water Act by writing wastewater discharge permits, implementing Total Maximum Daily Loads (TMDL), and managing the associated permit issuance process including preparing fact sheets, public notices and written responses to comments, meeting with applicants and interested parties, conducting and participating in public meetings, and participating in contested case hearings.

POSITION DUTIES

The following duties are examples of assignments performed by the incumbent in this classification.  It is not totally comprehensive list of duties, nor is it restrictive regarding job assignments.

  • Permit Writing - Drafts permits and factsheets are submitted to the Division Chief with a standard of quality such that any required technical revisions would routinely involve one week or less to perform and where proposed limits and conditions are appropriate and in accordance with regulations and Program guidelines.  Permits are based upon accurate and thorough assessments of receiving stream, quality of discharge, industry-specific controls and water quality-based analyses.
  • Project Management - Administrative Processes. Routinely checks status of all pending permits (until final issuance) and pending correspondence.  When the next step for processing a permit or project is out the control of the permit writer, the permit writer shall keep the Division Chief informed of the pending action and the deadline date.  Keeps a log of permit delays outside the Department's control and is submitted by permit issuance
  • Knowledge Level - Maintains a competent level of knowledge regarding state and federal water pollution laws, regulations, and guidance and displays an understanding of the Department's current water pollution goals and implementation strategies.
  • Miscellaneous office duties (primary responsibility for these tasks are with the secretarial staff).

MINIMUM QUALIFICATIONS

Education: Bachelor's degree in engineering or architecture from an accredited college or university.

Experience: None

Notes:

1. A Bachelor’s degree from an accredited college or university with at least 20 credits in engineering and two years performing engineering or architectural work in pollution control, waste remediation, resource conservation, environmental protection, public health and safety, or related areas may be substituted for the engineering degree.  

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Environmental field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidates have the following:

Engineering degree (s)  in one of the following disciplines:

  • Civil
  • Environmental
  • Water Resource Chemical
  • Industrial
  • Agricultural

It is also preferred that the selected candidates have the following:

  • Experience with Geographic Information System.
  • Experience with Water Quality Model/Simulation software packages.
  • Experience with MS Office Suite Applications related to database buildings (Excel, Access)  

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a valid motor vehicle operator's license.

SPECIAL REQUIREMENTS

Employees in this classification may be subject to call-in twenty-four hours a day, and, therefore, may be required to provide the employing agency with a telephone number where they can be reached or carry an electronic pager.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences. The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
