DJS Headquarters (Baltimore City, MD.) and occasional travel to the construction site in Carroll County, MD.

Main Purpose of Job

The main purpose of this position is to monitor and document the design and construction progress of the New Female Detention Center project, located in Carroll County, MD. In accordance with DJS and State policies and procedures, the Facility Construction Management(FCM) ensures that all design, construction, and construction related documents and services comply with the contract documents' requirements for timely completion.

POSITION DUTIES

The Agency Project Engineer III will provide direct oversight to the construction of the New Female Detention Center project that will be located in Carroll County, Maryland. The large-scale construction project will be coordinated in conjunction with the Capital Planning and Budgeting Unit; and the Maryland Dept. of General Services. The incumbent will provide timely and thorough reviews of schematic, design, development, and construction phase documents. The Agency Project Engineer III will participate in routine and final inspections, ensure that the project is in compliance with applicable codes and regulations; and conduct corrective actions on construction projects with issues that may delay progress.

The incumbent will assist the Deputy Director with the preparation and coordination of technical services for the implementation of DJS Capital Improvement Program projects; which includes Site Building Acquisition, Site Building Assessments, and Facility Program Development. The Agency Project Engineer will be responsible for attending and participating in meetings, reviews, conferences, and special projects as assigned.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in engineering or architecture from an accredited college or university.

Experience: Two years of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.

Notes:

1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.

2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education and experience requirements.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Engineering and Architecture classifications or Engineering and Architecture specialty codes in the Architecture field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Candidates who are licensed architects are highly desirable.

Candidates who possess knowledge of designing and constructing secure residential facilities are highly desirable.

LIMITATIONS ON SELECTION

Candidate must be willing to travel daily to construction site(s) when necessary to conduct on-site inspections, technical project and progress meetings, and attend to assessment project issues.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees may be required to carry an electronic paging device or provide the employing agency with a telephone number where the employee can be reached after normal business hours.
