Main Purpose of Job

Provides professional management of local Department of Social Services (DSS) fiscal operations, to include Local General Administration (LGA). Monitors local, procurement, and fiscal department operations to ensure procedures are in compliance with regulations of State (COMAR), General Accounting Division (GAD), Department of General Services (DGS), Department of Human Resources (DHR) fiscal manual and other related agency, departmental, local and state government mandated policies.

POSITION DUTIES

Plans and coordinates fiscal services for Howard County Department of Social Services in accordance with applicable laws, rules, regulations and policies and prescribed Departmental (DHR) procedures; Formulates and implements fiscal policies and procedures to meet departmental, State, federal and other funding source laws and requirements; Participates in the preparation of the operating budget by reviewing program requests for format, fund limitations and compliance with departmental and control agency instructions and by calculating and verifying actual expenditures and budget figures; Compiles supporting fiscal and statistical data for presentation of the budget to departmental budget specialists; Monitors expenditures, prepares periodic and special budget projections and recommends adjustments in budget appropriations to meet operational necessities subject to the approval of departmental budget specialists; Modifies and implements manual and automated fiscal systems in accordance with generally accepted accounting principles and departmental and control agency guidelines and oversees accounting operations; Prepares and analyzes periodic and special reports to meet departmental funding source requirements and to keep management advised of the fiscal status of the agency; Assists in Conducting the annual fiscal year end closeout in accordance with generally accepted accounting principles; Provides information to auditors reviewing the fiscal services unit and develops and implements corrective action plans resulting from audit exceptions.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

2. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administration classifications or Financial Management specialty codes in the Financial field on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Successful candidates will be placed on the employment (eligible) list. The resulting list may be used for future vacancies with this agency or other state agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
