Main Purpose of Job

The purpose of this job is to provide supervision to Fiscal Accounts Clerks and Fiscal Account Technician in the local social services Finance Unit. The incumbent will develop, analyze, and reconcile reports of Local Department of Social Services financial transactions in the Automated Financial System (AFS), Financial Managements Information System (FMIS), Md. Children's Electronic Social Services Exchange (CHESSIE), Client Automated Resource Eligibility System (CARES).

POSITION DUTIES

This position plans, coordinates, supervises, and evaluates the work of the Finance Unit's accounts payable/ accounts receivables/ timekeeping staff;  ensures that accounts payable/ accounts receivables are processed timely with proper documentation; ensures the staff complete processing of SSI reimbursements within five working days of receiving all required documentation; develops and maintains special reports required by management or agencies; assists the Finance Officer in resolving accounting issues; and back up fiscal duties.

MINIMUM QUALIFICATIONS

It is imperative to list all computer and software experience on your application pertaining to your job duties.

Education

: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.

Note:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • The ideal candidate will have intermediate knowledge of Microsoft Excel and Microsoft Word.
  • Two years experience using Quick Books.
  • Three years of supervisory experience.
