Main Purpose of Job
This position conducts audits, approves timesheets and payroll for assigned units in Workday State Personnel System (SPS) and performs related fiscal duties needed to accomplish these tasks. The Department of Human Resources (DHR) Payroll Division processes all payroll functions for 23 Local Department of Social Services and 6 Headquarters Administrations, in addition to the timekeeping functions for Headquarters Administrations. The DHR Payroll Division prepares and distributes checks for over 6000 regular employees, for an annual total of $428M in regular payroll.
POSITION DUTIES
Prepares manual inputs, adjustments and transmittals that affect DHR'S payroll in workday SPS system; reviews and organizes documentation to calculate exceptions for posting such as: overtime, acting capacity, retroactive adjustments, etc., to ensure accurate pay of DHR employees; audits and calculates overtime and shift differentials for assigned County Health Departments; audits timesheets to ensure accuracy of leave; prepares leave without pay sheets and change sheets for listing exceptions to employees paychecks; prepares necessary transactions for modifying timekeeping and leave master records; audits the status of overpayment collection attempts; processes or administers special leave types (Employee to Employee Leave Donations, Leave Bank, Accident Leave, FMLA, etc.), as related to both the timekeeping and payroll systems including leave bank membership applications for assigned units; responds to requests and complaints from customers; serves as a liaison on leave and pay issues to all Headquarters Personnel representatives; performs audit of File Maintenance Reports to ensure accuracy of timekeeping and leave accrual balances; performs assorted administrative duties to include, but not limited to: breakdown of timekeeping reports and timesheets in accordance with established procedures, processes verification of employment and retirement forms and filing, mailing, and supply ordering.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: One year of experience reconciling agency accounting systems to fiscal control systems or developing automated spreadsheets, ledgers and reports using accounting software packages or identifying budget trends and recommending budget realignments.
Note:
1. Candidates may substitute experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess:

Knowledge of and applications of commonly used automated accounting software packages.

Skill in implementing and using automated accounting software packages

Skill in researching discrepancies in accounting and budgetary data and making necesssary adjustments

Ability to communicate effectively, establish and maintain effective working relationships.

BENEFITS
Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
