Introduction

The College Savings Plans of Maryland is an independent State agency responsible for administering the "Prepaid College Trust Plan" and the "College Investment Plan."  Both plans are the State's only qualifying 529 plans, named after the section of the Internal Revenue Code that permits states to establish and administer tax-advantaged college savings plans.  These two plans provide flexible and affordable options to help Maryland families save for future college expenses and reduce dependence on student loans and other forms of debt.  Each has its own set of features and benefits, and both offer generous federal and Maryland State tax incentives.

This is a position specific recruitment for The College Savings Plans of Maryland. 

This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

A Fiscal Accounts Clerk II is the full performance level of work reviewing, verifying, recording, adjusting and balancing financial transactions.

The main purpose of this position is to provide comprehensive customer service to account holders of the Maryland Prepaid College Trust Fund.

This position will analyze accounts and provide administrative financial assistance to account holders, interpret items of account holder policies and help them understand processes and procedures for applying payment on accounts, and applying account funds to future college payout payments. This position also processes incoming and outgoing account payments by posting to the proper account and reconciling on a regular basis.  

POSITION DUTIES

Primary duties include, but is not limited to:

* Assist account holders in person, by phone and by email by responding to inquiries about their accounts, providing interpretation and administrative financial advice related to Plan guidelines and contract specifications. 

* Research and process incoming payments on accounts; process lockbox payments.

* Assist with monthly reconciliations.

* Assist with processing benefit claims, answering benefit emails and phone calls, and printing emailed and faxed benefit forms.

* Other duties as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience reviewing, verifying, recording, adjusting and balancing financial transactions.

Notes:

1. Experience calculating and recording financial, statistical or other numerical data may be substituted on a year-for-year basis for the required high school education.

 2. Six credit hours in accounting from an accredited college or university may be substituted for one year of the required experience.

3. A minimum of five courses or six months of accounting-related training in a vocational training program in subjects such as journalizing transactions, analyzing transactions into debits and credits, posting to a general ledger, payroll, bank reconciliations, accounts payable, and accounts receivable may be substituted for one year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience in Financial Clerical/Finance Technicians classifications or specialty codes in the financial field of work at a rate of one year of military experience for the required experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered.  Include clear and specific information on your application regarding the qualification(s).

* One of the required years of experience must be specifically in financial customer service dealing with crediting and debiting customer accounts.

DESIRED OR PREFERRED QUALIFICATIONS

Include clear and specific information on your application regarding the qualification(s). Strong preference will be given to applicants that possess the following:

* Commercial banking customer service liaison experience

* Knowledge and/or experience with 529 plans

* Experience in creating spreadsheets in Microsoft Excel using formulas for the purpose of data analysis.

* Ability to learn new software quickly

* Oral and written communication skills with various audience levels

Candidates must be willing to work in Baltimore City.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position.  You may be asked to complete a supplemental questionnaire.  The supplemental questionnaire may be used as part of the rating process.  Therefore, it is important that you provide complete and accurate information on your application.
