LOCATION OF POSITION

The current vacancy exists with the Information Technology and Communications Division (ITCD) in Baltimore City, 6776 Reisterstown Road, Baltimore, Maryland 21215

Main Purpose of Job

This position directs the Application Systems Units of the Information Technology and Communication Division (ITCD), Department of Public Safety & Correctional Services (DPSCS) which includes Offender Case Management System, Identification and Respository Systems, Law Enforcement Systems and Criminal History Systems.  These systems are in operation 24 hours a day, seven days a week and provide vital information and data to DPSCS, criminal justice entities and the public.

This position manages information technology / business re-engineering projects for Department of Public Safety and Correctional Services internal and external customers, including criminal justice agencies and the general public to meet users' business needs and maximize financial and human resources. The position is responsible for overseeing the planning, design, development, testing, implementation and documentation of major Information Technology and communication applications and systems used State-wide by DPSCS, criminal justice entities and the public. As DPSCS moves to a completely distributed system environment using emerging technology and the outsourcing of IT requirements, the IT Assistant Director will function as both technical and program expert establishing project management  procedures,  developing  project management  plans, developing work  breakdown structures, assigning contractors to projects and monitoring project status, budget allocations and schedules as defined by the State's System Development Life Cycle methodology (SDLC). The IT Assistant Director will  oversee assigned projects from conception through  implementation,  providing  information and  input to  how the  system  should operate from  a technical  and program standpoint.

POSITION DUTIES

  • Directs and coordinates the activities of applications sections: Offender Based Systems, Law Enforcement Systems and Records and Identification Systems. Directs and manages system maintenance and development projects and tasks. Reviews all projects to assure adherence to schedule and budget. Coordinates staff efforts to complete user requests in a timely and efficient manner. Monitors the progress of system development projects and tasks. Evaluates performance of systems and investigates alternatives for improvement.  Coordinates staff efforts with units in the division and the department.
  • Plans and coordinates statewide information technology initiatives in collaboration with local, state and federal agencies and private sector partners.  Provides strategic planning and design for application architecture and technology solutions. 
  • Ensures that user and client business needs are identified and addressed and that systems comply with or exceed those needs.  Develops and implements business unit policies, procedures and practices to enable the successful fulfillment of user and client business requirements. Develops and evaluates performance measurement criteria to analyze and determine accurate assessments of customer satisfaction.  Ensures that total cost of ownership metrics are defined for each baseline function that is performed.  Ensures that all projects are managed. Monitor project progress, recommends adjustments to keep projects on schedule and within budget. Follow EDICT SDLC as appropriate in accomplishing all aspects of assigned projects.
  • Provides strategic guidance, input and direction to other business units in the development of department-wide policies and procedures for information technology application related issues.  Contributes regularly to all publications and produces white paper reports when appropriate.  Effectively and proactively keeps users and employees notified of upcoming applications changes and events.  
  • Researches new applications processes, solution, technologies and standards to implement and exceed department objectives and goals.  Develops and maintains a working knowledge of departmental systems and infrastructure. 

 

MINIMUM QUALIFICATIONS

Education:  A Bachelor's degree from an accredited college or University in Computer Information Technology, Management Information Systems or other information technology-related  fields. 

Experience: 5 years of experience managing a staff of 10 or more programmers, system analysts, developers in a distributed system environment.

3 years of experience with Application Development and the understanding of Systems/Software Development Life Cycle (SDLC)

3 years of experience with  application  development  of distributed  systems.

For education obtained outside the U.S. you are required to provide proof of the equivalent American Education as determined by a foreign credential evaluation.

  • Masters' Degree
  • The ideal candidate will have the ability to perform in a fast paced, mission critical environment; the ability to evaluate performance of operational systems and investigates alternatives for system improvements; the ability to resolve problems between various System Development projects and tasks.

SPECIAL REQUIREMENTS

  • Candidates are subject to a criminal records check before a permanent appointment can be made. A criminal conviction record may be grounds for rejection of the applicant by the hiring agency.
  • Employee in this classification may be subject to call 24 hours a day and, therefore, may be required to provide the employing agency with a telephone number where the employee can be reached or will be furnished with a pager.
