Main Purpose of Job

This position is responsible for assisting the Veterans Home Program Director in providing oversight of the clinical services provided to the residents through a management contract with a private management company. This position will ensure, through contract monitoring and compliance, that each resident receives the medical, dental, rehabilitative, pharmaceutical, or other clinical services that are required by State Regulations. This position will also serve as a grant writer to support improvements to the Veterans Home through the USDVA Construction Grant Program for State Veterans Homes.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in nursing or a health-related field from an accredited college or university.

Experience: Four years of experience as a Registered Nurse to include two years in the option for which application is made. One year of experience in the option for which application is made must have been in a supervisory, administrative, consultative or teaching capacity.

Notes:

1. A Master’s degree in Nursing or a health-related field from an accredited college or university may be substituted for two years of the general experience as a Registered Nurse.

 2. Two years of additional experience as a Registered Nurse in the option for which application is made may be substituted for the education requirement.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Nursing classifications or Nursing and Hospital Administration specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of State and Federal laws and regulations affecting comprehensive, nursing home and assisted living settings.

Ability to research, compile, organize and evaluate nursing home systems, practices or approaches to improve performance and quality care that enhance daily quality of life of residents.

Ability to identify contract compliance risk areas and recommend development and implementation of improvement plans.

Experience in use of and monitoring of electronic medical records.

Ability to effectively research and identify grant opportunities for federal or state grants.  Ability to write and prepare grant documents for submission.  

Experience in collecting, compiling and organizing data. 

Ability to conduct studies and analyses; to identify deficiencies in contract compliance.

Proficient in Microsoft Word, Excel, Access and other system programs.

Strong interpersonal, oral and written communication skills.  

Ability to plan and prioritize multiple tasks with minimal supervision.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2. Employees in this classification may be required to successfully complete training and maintain current certification in cardiopulmonary resuscitation.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
