Main Purpose of Job

This position will provide consultation and direction in the development, utilization, and implementation of nursing services to medical, psychiatric, and psychological providers in the Department of Public Safety and Correctional Services (DPSCS). The position will oversee control of infectious disease issues including appropriate housing, infirmary care, isolation, panel reviews, and treatment within the scope of his/her practice and within the limitations of custody restrictions. The position takes responsibility for the effective contract management of its Region. This position will continuously monitor the level and standard of health care provided by contractors for compliance with requirements enumerated in DPSCS contracts. Position will work with correctional staff and health care providers to assure staff awareness of health service contractual requirements and Clinical Services policies and procedures. Additionally, this position will monitor that standards of health care are maintained at DPSCS facilities through frequent contact with the CQI/IC Nursing Staff assigned to DPSCS headquarters and through walking around audits that enable the position to visualize real-time problems and solutions. Position will also monitor continuity of care between the facilities and upon discharge from the facilities.

POSITION DUTIES

Supervision of other clinical services staff assigned to the region.

Meets routinely with the Custody Administration and other regional departmental heads as necessary to ensure smooth operation of health services in the region.

Orienting new ACOM personnel to the state system.

Medical, Mental Health, Dental and Pharmacy program monitoring including staffing and credentialing.

Completes contractor staffing and reports management necessary for compliance with the Office of Legislative Audits.

Corrective action plan management and monitoring.

Reviews and responds to Administrative Remedy Appeals and other inmate health complaints.

Participates in regional morbidity/mortality reviews.

Prepares and submits monthly reports to the DPSCS Director of Nurses.

Completes audits for the department.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including three years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:

1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215.

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
