Main Purpose of Job

This is an Executive Level Staff Leadership position responsible for:  coordination and general supervision of all Board regulatory programs;  assuring operational efficiency and consistency with the Maryland Board of Nursing's strategic plan and the Nurse Practice Act and Regulations (NPA); administration and direction of the certification process for Advances Practice Registered Nurses (APRN), assuring that the more than 7000 APRN'S meet applicable standards of the MBON and certifying entities, and are compliant with the NPA and regulations; evaluation of APRN education programs, and development of policy and regulations for APRNs; and interpreting NPA and all applicable regulations to provide consultation on RN and LPN practice. This position is also responsible for the administration and certification of the two registered nurse expanded roles (Worker's Compensation Case Manager and Forensic Nurse Examiners), licensure oversight of Direct Entry Midwives (DEMs), and Electrologists.

MINIMUM QUALIFICATIONS

Education: A Master’s degree in Nursing or a health-related field from an accredited college or university.

Experience: Five years of experiences as a Registered Nurse including three years of experience in an administrative, supervisory, consultative or teaching capacity.

Notes:1. A Bachelor’s degree in Nursing or health-related field from an accredited college or university and two years of experience as a Registered Nurse in an administrative, supervisory, consultative or teaching capacity may be substituted for the required education.

2. A PhD in Nursing from an accredited college or university may be substituted for two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Nursing classification or Nursing specialty codes in the Nursing field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate should have a depth and breadth of experience in at least two of the following areas:  nursing education, licensing, or regulation.  The ideal candidate should have progressive experience as a nurse leader, excellent written and oral communication skills; and the interpersonal and analytical skills necessary to direct work, drive engagement, and effectively collaborate and make good decisions.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.Candidates for positions in this classification must possess a current license as a Registered Nurse from the Maryland State Board of Nursing, 4140 Patterson Avenue, Baltimore, Maryland 21215. A copy of your license should accompany your application.

2.Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
