Main Purpose of Job

The main purpose of this position is to administer the Department of Public Safety and Correctional Services' (DPSCS) employee health programs, monitor and manage leave programs, worker compensation claims, and to administer the State of Maryland Drug Testing Program.

POSITION DUTIES

Provides information to Department Heads, Human Resource Administrators, Facility Administrators, Supervisors, and other Department of Public Safety and Correctional Services (DPSCS) employees by interpreting, analyzing, and applying the Code of Maryland Regulations, State Personnel and Pensions Regulations, the Annotated Code Of Maryland, Americans with Disabilities Act, Family and Medical Leave Act, Pregnancy Act, State and Federal Law, and Department of Public Safety and Correctional Services (DPSCS) policies and procedures in order to resolve employee’s ability to return to the workplace subsequent to periods of serious illness.

Analyzes and evaluates data and prepares monthly, quarterly and annual reports for management regarding individuals injured on the job, accident leave, wages and sick leave usage based upon data received from Department of Public Safety and Correctional Services (DPSCS) agencies in accordance with prescribed guidelines.

Works directly with the State’s employer’s insurance provider relative to worker compensation claims to share accident leave and claims data for the purposes of case management and statistical reporting.

Consults with Human Resource Officers, State Medical Personnel, and others to determine essential job duties of employees who are no longer able to perform assigned duties due to medical conditions, in order to effectively counsel employees and offer alternatives to work circumstances.

Work with disabled employees to return to the workplace or resolve work status issues through the Managed Return to Work Program, reasonable accommodation processes, retirement, resignation or termination from State service.

Conducts drug testing for random selections, promotions, demotions, transfers, recertification and reinstatement to State service, reasonable suspicion and incident triggered events.

Provides training for absence management, work related injuries and drug testing processes.

Attends scheduled meetings to brief supervisors, managers, and executives on Employee Health matters.

Prepares requisite documentation, maintains databases and filing systems. Provides customer services and other related duties, as assigned.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience ,involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Notes:

1.  One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of experience identifying and resolving employee health services issues such as FMLA and on the job injuries.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
