Introduction

The Department of Labor, Licensing and Regulation, Division of Financial Regulation, is accepting applications for a contractual Administrative Officer II position. This position will function as the Corporate Activities Specialist.

Main Purpose of Job

Assistant to the Assistant Commissioner of Corporate Activities for the tracking, analyzing, and processing of bank, trust company, and credit union corporate applications. The purpose is to ensure that all corporate structure changes and/or additions are legally and appropriately transacted in compliance with State laws and regulations, that the financial institutions will likely be operated in a safe and sound manner, and that the general economy of this State and the welfare of consumers are protected. This position reports to the Assistant Commissioner of Corporate Activities and has administrative and general paralegal-type duties.

POSITION DUTIES

The duties of this position include, but are not limited to, the following:

Responsible for the organization and maintenance of bank and credit union corporate structure files and the preparation of monthly reports, to ensure that information on Maryland chartered banks, credit unions, and trust companies, and out-of-state banks doing business in Maryland, is kept current and is readily available when needed for: analyzing applications; preparing the Commissioner’s Annual Report; or responding to inquiries from banks, attorneys, the general public, members of the Maryland Legislature, and/or the Governor.    

Independently tracks, reviews, analyzes, and recommends action to be taken on bank applications as assigned by the Assistant Commissioner of Corporate Activities.  Applications may include: branches, ATMs, affiliates, foreign bank offices, capital reduction, affiliates, mergers, conversions, etc.  Application reviews to include: statutory/legal compliance requirements and basic financial information.        

As assigned, prepares written analyses of and/or responses to applications based on applicable legal authority.        

Distributes Annual Update Package to banks, ensures full responses are received from each institution, and updates all related Banking Unit reports and databases with current information.        

Organizes large-volume application documentation and, as necessary, obtains additional documentation needed to process applications.        

Interacts with attorneys, bank and credit union personnel, or other regulatory agencies to discuss status of pending applications, obtain documentation and/or information, or address general depository application related questions.        

Handles general banking related questions received by phone, email, or mail from the general public

Assists with the preparation of responses to surveys and other information requests from federal and state financial institution regulatory agencies.           

Maintains/updates various legal and regulatory publications used by the Banking Unit of the Division; manages publications, subscriptions, and other materials on file in the Division’s library.  Disseminates critical information and legal and/or regulatory updates to the Assistant Commissioner of Corporate Activities as necessary.

Must be able to effectively use appropriate law books and related materials to perform basic legal research as necessary, and perform general paralegal-type duties.           

Responsible for updating Depository Unit data on the Division’s Web site, including: monthly status reports of applications filed and/or acted upon; corporate structure application forms and filing instructions; listings of State chartered banks, credit unions, and trust companies; banking related statutes and regulations, etc.

Assists with the preparation and maintenance of the Corporate Applications Procedures Manual.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates who have the following:

Bachelor’s Degree in Business, Paralegal Studies, or Public Administration

Six months of experience in reviewing and using State and Federal statutes and regulations

Administrative banking and/or paralegal experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

FURTHER INSTRUCTIONS

Military Veterans may qualify for additional bonus points towards certification. A copy of your proof of eligibility (DD 214) for Veterans’ Credit must be in this office and completely verified before Veterans’ Credit will be approved.  Permanent State employees do not need to submit proof of eligibility for Veterans’ Credit.
