Main Purpose of Job

This position provides administrative support to the Medical Director and other staff in the HCHD Bureau of Health Promotion (BHP) and in HCHD community initiatives, including but not limited to the Tobacco Enforcement initiative to Support Synar Compliance, to promote health and prevent chronic disease for Howard County's population health. The position uses independent judgment and analysis to apply and interpret complex administrative plans and/or policies for programs and procedures. Additionally, administrative responsibilities include tracking all budgets in the BHP, keeping BHP staff schedules and leave, purchase orders processing and tracking orders, and research of requested health promotion materials. The position also requires analysis of the Bureau's operational programs or procedures to recommend program improvement and may include other organizational duties delegated by the Medical Director and/or Health Officer for the Bureau of Health Promotion. Employees in this classification may supervise professional, technical, or clerical staff.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

Desired qualifications:
1) Experience with making and tracking purchases
2) Experience monitoring budgets and tracking expenditures
3) Experience creating and implementing agreements with contractors
4) Experience managing office practices

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
