Introduction

The Department of Labor, Licensing, & Regulation, Division of Workforce Development and Adult Learning is currently recruiting for Job Service Specialist Supervisor I for the local American Job Centers throughout Maryland.

This is a statewide recruitment and the resulting eligible list will be used to fill current and future vacancies throughout the state. The list will be valid for one year.  All persons interested in this classification should apply at this time.

Main Purpose of Job

Supervise the daily operation of the Job Service at the local office level in order to provide the highest quality employment and training services that will support the economic stability of the labor force, businesses and the community.

POSITION DUTIES

Supervise Workforce Development staff in their efforts to assist job seekers gain employment by:

  • Determining the agency staff is providing the highest quality service possible.
  • Ensuring that workloads are distributed in a fair and equitable fashion.
  • Maintaining building, equipment and supplies to insure delivery or quality services to customers and reporting any problems in the area to the central office.
  • Performing other duties as assigned to ensure flexibility and adaptability to meet changing agency needs by receiving instructions from supervisors and management.

Supervise the implementation of Job Service programs at the local office level by:

  • Assuring that the total variety of services for customers is provided.
  • Planning program implementation and coordination to achieve desired results within staff confines.
  • Determining production level required within local office staffing capabilities.
  • Designating work assignments to ensure customer needs are met and that required level production are obtained to achieve local office performance goals.

Participate in a variety of personnel-related activities to ensure effective local office operations by:

  • Reading material and/or attending meeting and training to enable employee to abide by laws; rules, regulations, procedures, policies, ethical responsibility promulgate and/or governing the agency to ensure compliance and services to customers.
  • Conducting meetings with all staff to inform of new and updated changes in agency policy.
  • Completing a written evaluation of each staff person semi-annually by meeting with each staff member, discussing performance and other evaluation factors and presenting the staff person with a copy of the evaluation and a verbal explanation of the report in order to continuously improve the levels of services to customers.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years of experience in the field of occupational placement and job development involving conducting interviews with persons seeking employment and for providing assistance to employers needing qualified personnel to fill vacancies.

Notes:

1. Additional experience involving taking job orders from employers or job development, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability may be substituted on a year-to year basis for the required education.

2. Education at an accredited college or university may be substituted for one year of the required experience at the rate of thirty credit hours for each year of experience for up to two years of experience.

3. Active duty military recruiting experience or career counseling experience may be substituted on a year-by-year bases for the required education or experience.

SELECTIVE QUALIFICATIONS

At least three (3) years experience and knowledge of State and Federal regulations and policies applicable to the operations of workforce development and special programs for the disadvantaged.

DESIRED OR PREFERRED QUALIFICATIONS

At least two (2) years prior supervisory experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

SELECTION PROCESS

Applicants must provide sufficient information on the application to show they meet the qualifications for this recruitment. All information concerning the qualifications, including any required documentation (diploma, transcript, certificate, etc.) must be submitted and received by the closing date. Information submitted after this date will not be considered. Successful applicants will be placed on a certified list categorized as Best Qualified, Better Qualified or Qualified. The certified list will be used by DLLR for a period of one year.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience as presented on your application and as they relate to the requirements of the position. You may be asked to complete a supplemental questionnaire. The supplemental questionnaire may be used as part of the rating process. Therefore, it is important that you provide complete and accurate information on your application.
