Main Purpose of Job

This position is the second ranking senior administrator of a multi-million dollar public health center that includes such programs as the Breast and Cervical Cancer Screening Program, Breast and Cervical Diagnosis and Treatment Program, Comprehensive Cancer Control Program, State Council on Cancer Control, Colorectal Cancer Control Program, Maryland Cancer Registry, and the Cigarette Restitution Fund Cancer Programs. The Center targets the health needs of populations and individuals especially those vulnerable and at risk for poor health outcomes. The Deputy Director provides day-to-day operational direction to the following positions with the Center for Cancer Prevention and Control: Breast and Cervical Cancer Diagnosis and Treatment Program Manager, Comprehensive Cancer Control Director, Fiscal Coordinator, Epidemiology Director and the Medical Director. The Deputy Director works with the units to ensure that budgets, assets and resources are used to achieve DHMH, Public Health Services, Prevention and Health Promotion Administration (PHPA), and CCPC's mission and vision through the systematic development and implementation of CCPC program goals and objectives. Provides support to the Director and is responsible for the entire center in the Director's absence.

MINIMUM QUALIFICATIONS

Requires a bachelor's degree from an accredited college or university and 6 years of health or human services administrative or professional experience, including 2 years at a supervisory or management level and at least five years of grants management experience, to include coordination of grant activities and preparation of budgets and reports.

A master's degree will substitute for one year of experience.  A doctorate will substitute for 2 years experience.  Additional experience will substitute year-for-year for the college degree.   

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should be proficient in Microsoft Word and Excel, and have excellent written and verbal communication skills. In addition, the successful applicant should have experience responding to audit findings, monitoring contracts, and making recommendations concerning new or revised regulations. Public Health program experience and knowledge regarding primary and seconday prevention of cancer also desirable.
