Main Purpose of Job

The main purpose of this position is to provide administration and/or coordination for the St. Mary's County Health Department's (SMCHD) Emergency Preparedness Program. This position will be responsible for, but not limited to:  (a) strategic and long-term agency planning for bio-defense and all-hazards emergencies (i.e. research/development of policies, development of emergency preparedness plans/reports, updates and/or submission of emergency preparedness progress reports, and applicable after action reports); (b) significant coordination among Federal, State, and local agencies, community groups, businesses and the public; (c) leading and/or participating in agency/county-wide emergency preparedness exercise(s); (d) ensuring any on-going training necessary for agency staff and/or incident management team. This position will also participate in and/or coordinate investigations of infectious diseases (ID), under the ID Program Manager, with Emergency Preparedness (EP) as their focus and goal.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling or a related field.

Experience: Five years of professional experience in health services, two years of which must have been in professional clinical or administrative work in health or medical services in areas other than Mental Health, Developmental Disabilities or Addictions.

Notes:

1. Applicants may substitute a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. A Bachelor’s degree from an accredited college or university in another field, plus one additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
