LOCATION OF POSITION

This position is located in the Department of General Services, Facilities Operations & Maintenance Division at 301 W. Preston Street, Baltimore, Maryland.

Main Purpose of Job

The main purpose of this position is to assist the Superintendent of Baltimore Public Buildings and Grounds in managing maintenance, administrative, personnel and fiscal monitoring functions. This department provides maintenance, preventive maintenance and building services.

POSITION DUTIES

A Maintenance Supervisor IV is managerial level physical plant operations and building maintenance work. Employees in this classification supervise through subordinate supervisors the activities of stationary engineers, and building maintenance workers. Employees in this classification receive managerial supervision from an administrator.

Duties for this position include but are not limited to:

 - Annually update programs for emergency preparedness for the facility.

- Prepare annual Preventive Maintenance and Project Justification reports for Construction Division.

- Oversees departmental purchasing, contracts and contract renewals, work order requests, personnel issues and maintenance request distribution and completion. 

- Assist and support the Superintendent in managing the daily administrative, personnel and fiscal responsibilities of the facilities and maintenance department.

- Establish and maintain filing systems, prepare correspondence for scheduled building outages and functions.

- Manage the departmental budget under the guidance of the Superintendent. 

- Responsible for all personnel duties, distribution and collection of accurate bi-weekly time sheets and overtime reports.

- Update employee's position descriptions

- Conduct employee performance evaluations.

MINIMUM QUALIFICATIONS

Education: Completion of eighth grade.

Experience: Nine years experience in stationary engineering, building maintenance or building construction trades including eight years of responsibility assigning, reviewing and approving the work of others and disciplining, evaluating the performance of and recommending the hiring, firing and promoting of others.

Note: Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non-commissioned officer in utilities classifications or mechanical maintenance specialty codes in the utility systems repair field of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Three years of the required experience must have included preparing cost estimates and contractual specifications for construction work.

DESIRED OR PREFERRED QUALIFICATIONS

Applicants with the following are preferred:

- 1st Grade Stationary Engineer License

- Knowledge of elevator operations and maintenance

- Knowledge of State procurement and purchasing processes

LIMITATIONS ON SELECTION

This recruitment is limited to applicants willing to accept employment in Baltimore City, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification series may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible list may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
