Introduction

On behalf of the Maryland Board of Public Works, the State Treasurer determines the size, timing, and method to finance capital assets for Maryland State Agencies. Consequently, all debt issuance, analysis, capital lease purchase programs and the payment of debt service is managed by the Division of Debt Management in the State Treasurer's Office (STO). As of May 31, 2016 Maryland had approximately $9.5 billion in General Obligation Bonds outstanding which are rated AAA (the highest rating possible) by all three rating agencies.

LOCATION OF POSITION

Main Purpose of Job

This administrative support person will be responsible for maintaining accurate debt service schedules, coordinating the timely processing of debt service payments, coordinating the Qualified Zone Academy Bond program and monitoring and documenting the State’s compliance with IRS requirements for tax exempt bonds.  Additionally, this position is charged with the vital task of representing the Division in its role of providing staff support to the Capital Debt Affordability Committee and the Commission on State Debt, which includes the scheduling of meetings and coordinating the production of meeting materials and required reports. 

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four year college or university including or supplemented by at least 18 credit hours in accounting, business administration or equivalent business subjects.

Experience: One year of full time paid employment in responsible public administration, business administration, and/or accounting or auditing.

OR

Education: Graduation from a standard high school, including or supplemented by 18 credit hours in business administration, accounting, or equivalent business subjects.

Experience: Five years of experience as defined above.

Note:  1. Applicants may substitute two additional years of insurance or investment work in the State Treasurer’s Office for the required 18 credit hours.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience and education. 

SELECTIVE QUALIFICATIONS

One year of experience working in a financial environment

DESIRED OR PREFERRED QUALIFICATIONS

One year of customer service experience working in an executive office environment

SELECTION PROCESS

Applicants who meet the minimum and selective qualifications will be admitted to examination for the classification.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment (eligible) list for at least one year.  Only those individuals whose applications reflect the necessary education and experience will be considered, so please describe all relevant experience and education in detail.
