Main Purpose of Job

This position is responsible for administrative support of the child welfare programs through training, research, evaluation, data analysis and technical assistance for the Department of Human Resources (DHR), Social Services Administration (SSA). The incumbent in this position develops and delivers training curriculum for local department caseworkers, supervisors, other child welfare professionals and stakeholders; designs technical assistance strategies for child welfare programs; participates on the Quality Assurance Team to customize local, regional, and statewide technical assistance plans; consults with local department administrators and Federal program officers; and participates in meetings with other internal and external stakeholders. This position also conducts best practice research to inform the development of the subsequent technical assistance strategies; communicates existing and innovative statewide child welfare practice and policy decisions; analyzes data to inform policy recommendations and technical assistance strategies; monitors local departments for program effectiveness and compliance with Federal and State regulations expected to ensure that Maryland's child welfare continuum meets the safety, permanency and well-being needs of children and youth; and assists managers with tasks as designated by the executive staff.

POSITION DUTIES

Analyzes data, develops technical assistance strategies, writes policies and practice recommendations to support planning and operation components of Maryland's child welfare system; develops technical assistance strategies for continuous quality improvement of child welfare outcomes; analyzes narrative and statistical reports to monitor the statewide continuous quality improvement of child welfare programs to meet Federal measures at State and local levels; evaluates compliance with Federal and State regulations; reports the findings to the local department administrators and SSA Leadership Team; composes corrective action plans to include in the technical assistance to address deficiencies identified by analyzing and monitoring of data; monitors 24 Local Departments of Social Services (LDSS) for specific compliance with Federal and State regulations; uses MD-CHESSIE (the Maryland Children's Electronic Social Services Information Exchange system), Statewide Automated Child Welfare Information System (SACWIS) to conduct case level reviews and aggregates data analysis; makes recommendations to SSA Program Managers to coordinate planning, delivery of training and technical assistance activities to enhance child welfare service outcomes; coordinates instructional design and curriculum development to support needs of child welfare workforce to align with recommendations for data and program analysis or new practices implementation; and creates training materials utilizing knowledge of learning theory and curriculum methodology to meet best practice training standards for child welfare workforce and stakeholders. Coordinates the oversight of training and technical assistance implementation activities with SSA Program Managers, local department administrators and child welfare stakeholders; writes reports to summarize training and technical assistance implementation interventions and program outcomes; provides technical assistance to LDSS's and private child welfare agencies about program updates and new policies and procedures that impact child welfare services; consults with Children's Bureau on Federal regulations and policies that impact Maryland's child welfare system; designs and customizes curriculum and course media selection for child welfare staff; evaluates effectiveness of training implementation; conducts research on best practice activities for adult learning models and implements appropriate models to meet learning goals of technical assistance strategies; provides technical assistance on data integrity and quality to align with best practice policy and practice standards; provides assistance to the citizens of Maryland by responding to allegations about the delivery of child welfare services on behalf of the Governor, Lieutenant Governor, DHR Secretary, SSA Executive Director, and Managers for various Child Welfare Programs; provides consultation to related State agencies (i.e. the Department of Health and Mental Hygiene (DHMH), Department of Juvenile Services (DJS), and the Maryland State Department of Education (MSDE) on matters that relate to child welfare services; interprets Federal and State child welfare regulations based on legislation that is passed and develops policies and procedures needed to implement new legislation; and develops implementation and technical assistance plans to inform local departmental staff about the changes resulting from new legislation that impacts the delivery of child welfare services.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor’s degree from an accredited four-year college or university.

Experience:  Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

 1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

 2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Candidates must possess the selective qualification to be approved for this recruitment .

Two years of experience providing data analysis, program evaluation or program management of a child welfare program in a child welfare agency.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Possession of a master's degree in Social Work.

2. Proficient in MD-CHESSIE, Statewide Automated Child Welfare Information System (SACWIS), and qualitative and quantitative data analysis.

3. Strong written and oral communication skills.

4. Ability to prioritize and multi-task effectively.

5. Flexibility in a busy environment.

6. Strong time management, priority setting and problem-solving skills.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
