Main Purpose of Job

The main purpose of this position is to learn to plan and conduct studies or surveys, and investigations related to specific program services; learn to make recommendations for the maximum utilization of existing services as well as for additional or expanded services; learn to implement a minor program service or a phase of a complex major program; learn to maintain liaison and cooperative relationships with a variety of public and private agencies; learn to provide professional consultation and assistance to public and private agencies having programs for persons who are mentally ill, developmentally disabled, geriatric patients, alcohol or drug dependent or otherwise receiving health services; learn to assist in developing and participating in training programs for personnel working with the program services; learn to develop and recommend standards for inpatient and outpatient services; learn to encourage and direct the development of inpatient and outpatient services; learn to coordinate community health planning committees; and perform other related duties.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling or a related field.

NOTE:

1.  A bachelor’s degree from an accredited college or university in another field plus one year of professional experience in health services may be substituted for the specific degree.

2.  Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

SELECTION PROCESS

Applicants who meet the minimum qualifications will be evaluated. The evaluation may be a rating of your application based on your education, training and experience as they relate to the requirements of the position. For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must accompany the application. BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
