LOCATION OF POSITION

This position is located in the Facilities Planning, Design and Construction Division of the MD Department of General Services at 301 W. Preston Street, Baltimore, Maryland.

Main Purpose of Job

The main purpose of this position is performing tasks related to all areas of small procurement contracting and to act as the liaison with other Divisions on those issues and responsibilities. Employee administers the Division's small procurements to ensure consistency and efficiency in the implementation of the Facilities Renewal Program. Employee is the Division's initial point of contact with other Agencies and Divisions on small procurement actions.

POSITION DUTIES

Administrative Officer I is administrative work requiring regular use of independent judgment and analysis in applying and interpreting complex administrative plans or policies. Employees are assigned administrative responsibilities involving the analysis of operational programs or procedures with recommendations for improvements.

Duties of this position include but are not limited to:

- Manage the Division’s centralized small procurement process to include posting and opening of solicitations.

- Creates procurement requisitions for design and construction in FMIS.

- Maintains records, agendas and reports for all actions in a manner consistent with regulations.

- Confers with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program, or interpret policies or offer recommendations.

- Prepares or supervises the preparation and development of management tools such as procedural manuals, statistical reports, work-flow charts, performance measurement criteria or organization charts.

- Coordinates inter-agency transactions and provides liaison with officials in other agencies in the State Legislature, the federal government, private industry or local government agencies.

- Supervise clerical staff and perform other related duties.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants with working knowledge of the State of Maryland's procurement process, Financial Management Information System and eMaryland Marketplace.

LIMITATIONS ON SELECTION

This recruitment is limited to applicants willing to accept employment in Baltimore City, Maryland.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position.  Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED.  The eligibility list will be valid for one year and may be extended.  The list will be used by the hiring agency to select employees.

Eligible list may be used to fill future vacancies of the same classification.

You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority.  If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience requirements within six months of the date of an examination.  Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week.  You must include on your application the time spent on such activity.  You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
