Introduction

The Department of Labor, Licensing and Regulation, Division of Workforce Development and Adult Learning, is accepting applications for a two (2) Administrative Officer I positions. These positions will support the Dislocation Services Unit (DSU) within the Office of Workforce Development (OWD).  Please be advised that frequent travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy. This recruitment is limited to current permanent and contractual employees of the Division of Workforce Development and Adult Learning only.

Main Purpose of Job

The primary focus of this position is to support the Dislocation Services Unit (DSU) with the processing and recording of the Worker and Retraining Notification Act (WARN), Workforce Investment Opportunity Act (WIOA), National Emergency Act (NEG), and Trade Adjustment Assistance (TAA), with the Workforce Development Areas for the Office of Workforce Development (OWD).

POSITION DUTIES

Provide technical assistance to local Workforce Development Areas related to daily TAA activities, training contracts and other related data collection and documentation. Assist with development and implementation of procedures for program activities to ensure compliance with State and Federal laws and regulations.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

This recruitment is limited to current permanent and contractual employees of the Division of Workforce Development and Adult Learning only.

DESIRED OR PREFERRED QUALIFICATIONS

Experience reviewing and processing TAA training contracts

Experience providing direct TAA technical assistance to vendors, TAA participants, and Workforce Development staff.

Knowledge of the American Job Centers and the related Workforce Development Programs

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
