Introduction

Maryland State Department of Education is recuiting for a Management Associate; located in the Division of Student, Family, and School Support, Student Services and Strategic Planning Branch. The resulting eligible list will be maintained for one (1) year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

Provide administrative and office management support to the Branch Director and lead technical specialists to enhance and facilitate the operation, maintenance, and supervision of federal and state funded programs managed by the Student Services and Strategic Planning Branch with minimal supervision. Lead responsibility for assisting the Branch Director with the management of Coordinated Student Services. Bridge to Excellence in Public Schools, Positive Behavioral Interventions and Supports, School Based Health Centers, School Safety, and School Completion programs. Responsible for scheduling, arranging out-of-state travel, maintaining master files, and coordinating secretarial and clerical support for the Branch. Ensures the smooth operations of the Branch by managing the correspondence received by the Branch, manages the FMIS, workflow, and the Performance Evaluation Program progress. Reviews and edits correspondence and reports. Monitors critical correspondence and projects to assure deadlines are met. Monitors and tracks all fiscal matters for the branch, including, but not limited to; documentation of requistions and MSDE credit card orders for supplies, materials, and services; preparing contracts for contractual and reimbursable employees; preparing bids for conferences programs; monitors specialists' calendars; and catalogues presentation materials.

POSITION DUTIES

Plans, coordinates, organizes and provides administrative support. Independently coordinates, processes, and maintains Branch financial management system. Resolves problems and responds to request for information. Plans, coordinates, organizes, and provides administrative support for document production, charts, graphs, and text related to key reports and projects. Leads the work of and trains Branch support staff.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Five years performing secretarial work or clerical work involving typing duties.

Notes:

1. Additional secretarial or clerical experience may be substituted on a year-for-year basis for the required education.

2. Thirty credit hours with a major in secretarial science or office technology from an accredited college may be substituted at the rate of thirty credits for one year of experience for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in Administration or Personnel Specialist classifications or Administrative, Clerical, or Office Services specialty codes in the Special Assistant or Secretarial fields of work on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

Knowledge of office management practices; skill in developing office business processes, policies and procedures; proficient in standard business grammar, punctuation, and proofreading; proficient in Microsoft Office Suite; skill in managing and coordinating multiple tasks with close attention to detail; skill in time management and personal organization; skill in problem identification and solution development; skill in interpreting an summarizing data; ability to initiate, analyze, prepare, and maintain required program records and files; ability to communicate effectively and establish and maintain effective working relationships in a team environment.

DESIRED OR PREFERRED QUALIFICATIONS

  • Candidate who has five or more years of experience with federal grant programs evaluation and monitoring 
  • Strong PowerPoint presentation skills, charts, table, databases, spreadsheets, etc.
  • Extensive customer service skills in an office setting responding to inquiries from email, phone or written requests using proper office etiquette, procedures and protocols
  • Handles logistics for conferences, and seminars as appropriate, planning and actively supporting meetings and securing workshops
  • Proficient in Microsoft Word Office (Excel, Word and Access)

SPECIAL REQUIREMENTS

Demonstrated ability to accurately type on a typewriter or keyboard on a personal computer, computer terminal or word processor at a minimum of forty words per minute may be required, depending on the specific requirements of the position.
