Introduction

The Maryland Department of Aging is seeking qualified applicants for Food and Wellness Programs Coordinator/Administrator to work in the Division of Client and Community Services.

Main Purpose of Job

This position is responsible for managing operations for the My Groceries to Go! Commodity Supplemental Food Program, coordinating with the Maryland Department of Agriculture to oversee the seasonal Senior Farmers Market Coupon Program (SFMNP), and evaluating and putting innovation into practice for statewide health promotion programs, including medication management activities, utilizing a local network of 19 AAAs and over 100 senior centers. In addition, this position manages the senior center operating funds and represents the Department at interagency council meetings, conferences and similar community and professional events.

 

POSITION DUTIES

Administer all aspects of the My Groceries to Go! Commodity Supplemental Food Program (CSFP). Oversee contracting process with local distribution agencies. Utilize and update all necessary tools to monitor local distribution agency's distribution process, monthly food orders and adherence to CSFP program regulations. Conduct announced or unannounced monitoring visits. Independently prepare federal reports and monitor CSFP caseload monthly. Ensure optimal program based upon caseload allocation. Facilitate expansion of program to additional jurisdictions, as feasible, based upon department goals and federal funding available.

Manage seasonal Senior Farmers Market Coupon Program (SFMNP) including coordination with the Maryland Department of Agriculture. Responsibilities involve designating allocations to 19 local Area Agencies on Aging, training of local agency staff, and actively participating in bi-annual USDA monitoring.

Oversee existing Health Promotion Programs and initiate innovative approaches to quality assurance, data capture and improving healthcare linkages including: data entry, completing state and federal reports, creating quality assurance systems using excel and PowerPoint, and email communications with local grantees. Provide web based and in-person trainings for local area agency on aging health promotion coordinators, to enhance their knowledge of health promotion programs and to facilitate sharing of best practices. Research, investigate and develop new health promotion programs, including medication management. Represent the Department at interagency council meetings.

Oversee all aspects of the Senior Citizen Activities Center Operating Fund including, but not limited to, application and allocation development, performing regular monitoring, instituting performance measures and regular reporting. Identifies and implements innovative health-related senior center initiatives.

Enhance the department's efforts related to SNAP/Food stamp outreach, SNAP acceptance policies and other initiatives to reduce food insecurity and hunger among older Marylanders.

Coordinate with the Maryland Department of Aging fiscal division to ensure a financial management oversight of all grantees which accurately tracks and reports funds budgeted, expended and reported by local agencies.

Integrate efforts into departments overall vision of diversified funding streams, including securing grants and encouraging business and healthcare partnerships.

The candidate should have knowledge of federal and state policy and regulations governing food and health promotion, demonstrated ability to manage grants, strong organizational skills, ability to multi task and work well under pressure, lead and function as a member of a team, and excellent written and oral communication skills.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Masters , BS or BA degree with focus on health promotion, nutrition, or other field related to social services or healthcare quality assurance.  

Two (2) years work experience in nutrition programs or health promotion.   

The candidate should have knowledge of federal and state policy and regulations governing food and health promotion, demonstrated ability to manage grants, strong organizational skills, ability to multi task and work well under pressure, lead and function as a member of a team, and excellent written and oral communication skills.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
