This is a position specific recruitment for the Department of Natural Resources, Finance and Administrative Service- Annapolis, MD. This recruitment will be used to fill current and future vacancies for this position/function only. The resulting eligible list will be maintained for one year. Main Purpose of Job

The Department of Natural Resources (DNR), Finance and Administrative Service, in Annapolis, Maryland is currently accepting applications for an Administrator II. The selected candidate plans and directs the development, execution and analysis of the Department of Natural Resources (DNR) $110+/-million annual capital budget, including oversight and direction to directors and program managers for the five capital units within DNR who are developing and administering capital budgets and all fiscal officers who are supporting their efforts. In addition, the incumbent oversees and manages the inventory operations for the entire department, including the accounting for fixed assets, which requires that the position act as a cross functional lead to fourteen fiscal officers and inventory coordinators to enforce inventory control within the department and supervises the Inventory Program Manager. This position also acts as the procurement officer for the solicitation and awarding of contracts for capital projects.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience must have involved the preparation of operating budgets.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

One year of experience involving the direct supervision of employees is preferred.

Experience in the use and application of the Statewide Financial Management Information System (FMIS) applications: R*STARS, WebFocus/Focus, ADPICS is preferred.

Experience being responsible for the coordination and development of an Agency-wide operating budget is preferred.

Experience overseeing Agency level inventory operations is preferred.

Experience interacting with various employee classifications, superiors and subordinates is preferred.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
