Main Purpose of Job

Assists the Director and Assistant Director of Contracts and Administration in the administration of matters related to personnel, operating budget, procurement, and contracts. This position also serves as the administrator of special programs - in particular the Local Jails Capital Improvement Program. As codified in 9-401, 9-402, 11-104 and 11-105 of the Correctional Services Article, ACM, the State assists local jails/detention center in the funding of their capital improvement project. These projects include the design and construction of new detention centers, capital improvements/additions to current county facilities, capital equipment and certain capital maintenance projects. These local jail projects serve each county's public safety needs, providing protection for its citizens. The position also manages the process of identifying and procurement of capital equipment for the Department's construction projects.

POSITION DUTIES

  • Acts as the Division’s primary administrator of all matters related to personnel and human resources. Prepares new and renewal personnel contracts for employees in the Division. Monitors funding availability on employee contracts. Coordinates the timely preparation and issuing of PEPs for employees in the Division. Prepares and coordinates classification requests for the Division’s employees. Prepares and coordinates advertisement of vacant positions within the division. Prepares and coordinates interviews and hiring of applicants for vacant positions. Maintains and updates databases that keeps information related to Division’s positions and personnel. Leads the Administrative Aids primarily responsible for the coordination of the Division’s payroll/timekeeping issues, such as the collection of time sheets and dissemination of payroll information.
  • Acts as the Division’s primary administrator of all matters related to funding in the annual operating budget. Assists in the preparation of the annual budget submission and monitors expenditures of throughout the fiscal year. Recommends for approval of expenditures of payments for goods and services for the Division. Reviews and approves all purchase requisitions by the Division. Reviews and approves invoices paid out of operating budget funds.
  • Acts as the Administrator of the State’s Local Jails Capital Improvement Program in coordination with the Departments of Budget and Management (DBM) and General Services (DGS). Provides intensive technical guidance and assistance to local county detention center/jail administrators in planning and developing their capital projects that utilize State-assisted funding. Prepares and mails the department’s annual notification letter regarding local jails capital funding request by May 1st. Accepts and reviews local jails/detention centers’ annual requests for capital project funding assistance for feasibility and determines where in the State’s Capital Budget the request should be placed (current or future requests) by utilizing the Department of Budget and Management’s Capital Information System (CBIS). Enters budget data into CBIS. Attends, as DPSCS’ representative, the Department of Budget and Management’s hearings for jail/detention center capital budget requests (DBM makes the final recommendation for capital funding in coordination with DGS and DPSCS). Attends both Legislative Committee hearings for Local Jail Capital Budget Requests. Gives testimony before these committees when requested. Maintains and updates the Department’s Local Jails Capital Improvement Policy and Procedures Manual. Also, all of the forms used in the local jails program manual, in electronic format, are kept up-to-date which includes detailed instructions for completion. Coordinates, with DCCFM professional staff, technical reviews of the following submissions by local counties for their capital projects: Part I and Part II Facility Programs, Schematic Documents, Design Documents, 50% Construction Documents and 95% Construction Documents. (Design and Construction Documents include architectural drawings.) these reviews, in order given above, are required by the Department’s procedures for this program. The reviews and analyses result in comments and suggestions, on behalf of DPSCS, made on these documents that are shared with the counties and DBM and DGS.  These reviews look for project feasibility, basis security design and adherence to budget. Counties are required to respond to these comments/suggestions and receive approval from DGS, DBM and DPSCS before moving the next stage of the project. Makes field visits to projects as necessary to monitor project progress. This may include meeting with local administrators in the early stages of project planning. Maintains and updates a database that keeps information related to the Local Jail Program – including County contact information, project information, and local jail statistics that must be kept by the State. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Applicants must meet the minimum and selective qualifications to be considered.

One year of experience in the administration of a detention center, correctional facility or relevant work associated with such facilities.

DESIRED OR PREFERRED QUALIFICATIONS

The following qualification is preferred, not required:

  • Additional experience in budgeting, personnel and/or administration
  • General knowledge of building floor plans and space relationships
  • Experience in programming or capital programs review
  • Candidate should be able to demonstrate proficiency in MS Access and MS Excel
  • Certification and/or training in management and operation or facility administration
  • Excellent communication skills and writing ability

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
