Main Purpose of Job

This position serves as the Senior Property Manager for the Department of Human Resources (DHR), Office of Emergency Operations to ensure that office space and facility needs for DHR Central and the 24 Local Department's of Social Services (LDSS's) are met. The incumbent in this position oversees facilities operations, works with Project Managers, and acts as the liaison between the LDSS representatives and the Department of General Services (DGS); oversees and coordinates the implementation of construction/renovation projects that are designed to significantly upgrade office space for DHR; coordinates with the DGS to evaluate the needs and requests for facilities, space, design construction and/or modification of DHR Central and LDSS offices.

POSITION DUTIES

This position attends progress meetings with the DGS, landlords, technical vendors, and other appropriate personnel; assists with overseeing the daily operational functions of the Office of Facilities Operations; provides oversight and delivers plans, coordinates and facilitates the assignments of Property Management in the performance of daily routines and special projects within assigned facilities; oversees scheduled inspection visits to ensure appropriate maintenance, upkeep and resolution of facility issue for all DHR Central and local offices; provides progress and status reports to the Assistant Chief of Property Management and Chief of Administrative Operations regarding facilities operations and all other appropriate leadership in the Division of Administrative Operations; oversees the assignments and scheduling of repairs, constructions and renovation projects; participates in the development of detailed repair and renovation plans for the preparation of architectural blueprints to be used as a contractual document for a project; develops, coordinates and implements detailed plans for special short-term projects as directed by the Assistant Chief, Property Management, and the Chief of the Division of Administrative Operations (e.g., DHR Central, LDSS, and CSEA staff moves and departmental relocations); and visits sites during construction to ensure that the work is in compliance with established standards and contract agreements.

MINIMUM QUALIFICATIONS

You must meet both the Minimum and Selective Qualification for consideration.

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience overseeing, facilitating and managing regional properties.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Excellent written and oral communication skills.
2. Ability to work independently, under a variety of emergency conditions.
3. Experience working/coordinating successfully and diplomatically on complex projects involving multiple partners and objectives.
4. Ability to prioritize and handle multiple projects simultaneously.
5. Experience with researching, analyzing and reporting information.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
