Main Purpose of Job

This position serves as a SNAP IntegrityOfficer/Investigator responsible incorporating computer matching investigations, collaborate with auditing staff as result of audit findings and cyber investigations. Investigate attempts to buy or sell SNAP benefits online using any form of social media (Facebook, Twitter) or ecommerce website (Craigslist, eBay).

This is the primary position for the Bureau of Investigative Services Unit (BIS) in the Office of the Inspector General (OIG) and Family Investment Administration (FIA). This position conducts reviews, examinations and investigations in order to objectively monitor, verify, and analyze allotment of Supplemental Nutrition Assistance Program benefits (SNAP) funds disbursed through FIA. It is a key resource for ensuring SNAP integrity with regard to preventing and investigating fraud and other misconduct against the SNAP Program. The position's goal is to reduce and prevent recipient trafficking of (SNAP).

POSITION DUTIES

Incorporates computer matching investigations, collaborates with auditing staff as result of audit findings and cyber investigations. Investigates attempts to buy or sell SNAP benefits online using any form of social media (Facebook, Twitter) or ecommerce website (Craigslist, eBay). Reviews computer generated program data, other disbursement information and payment sources; applies knowledge of criminal law and Department program policies to establish violations of criminal statutes, Intentional Program Violations (IPV), federal regulations and State rules and policies. Uses and applies applicable resources to conduct internet/cyber investigations to identify/investigate SNAP trafficking.  Develops an investigative work plan in order to conduct reviews, examinations, investigations by: receiving cases of suspected fraud in the SNAP program Referrals to include allegations of fraud, waste and or abuse of DHR programs by employees and/or contractors. Analyzes and interprets SNAP program policies and procedures to assure payment accuracy, and compliance with appropriate federal and state laws. Analyzes disbursements related to suspected fraud; reviews management referrals to improve timely resolution of fraud cases. Conducts preliminary investigations into Multiple Card Replacement (MCR).  Works with EBT office and FIA to ensure Maryland is in compliance with CFR regulations.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year experience conducting internet/cyber investigations.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

Skills interviewing and interrogating.

Experience conducting internet investigations which includes designing internet investigative techniques, regression analysis, social media investigations. 

Ability to effectively operate a variety of investigative software. 

Ability to analyze records in various formats and prepare a plan of investigation that can be presented to management.

Experience in courtroom testimony is preferred.

Able to work effectively with investigators in other agencies. 

Able to provide feedback for continuous training and professional development.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
