Main Purpose of Job

Maryland Health Benefit Exchange is recruiting for a Health Policy Analyst Advanced. The main purpose of the position is to review federal and state laws and regulations regarding individual eligibility determinations and interfacing/overlapping areas with the Medicaid program and to provide analysis and develop policies that assist in facilitating the eligibility determination process for Exchange services. This position will provide technical advice to information technology, appeals, communications and programmatic staff working with the Exchange. This position will be responsible for drafting and promulgating regulations for the Exchange. This position will be responsible for assisting the Exchange with preparation and responses to state legislative session requirements. Employee will also provide technical advice and guidance to lower-level Health Policy Analyst.

POSITION DUTIES

Work with key stakeholders and State agencies to develop and implement policies, procedures, and business rules that ensure accurate and timely enrollment for consumers that want to pursue health insurance affordability programs available through Maryland Health Connection.

Manage a team of analysts who will support the development of eligibility and enrollment policies and procedures; complex case resolution; MHBE appeals; and legislative and regulatory analysis.

Monitor changes in State and Federal law; develop policies and procedures to implement changes that impact MHBE operations, including promulgation of state regulations where appropriate.

Develop and maintain relationships with related social service agencies and key external stakeholders to strengthen communications regarding programs and requirements

Provide support and consultation to senior management during the legislative session.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

1.    Advanced knowledge and experience working with Health Care Policy; Federal, State and Local.

 2.   Experience developing, maintaining, implementing and updating health care policies.

 3.   Experience in promulgating federal or state regulations.

4.    Experience in federal or state legislative processes.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
