LOCATION OF POSITION

Main Purpose of Job
The primary purpose of this position is to assist in the direction of the activities for Maryland's Balancing Incentive Program (BIP). This will include: managing contracts for BIP-funded activities; contract performance evaluation; reviewing and approving work plans; approving contract deliverables; ensuring contractors are in compliance with State and Federal regulations; reviewing and developing policies; developing and implementing rebalancing initiatives that will increase access to community-based alternatives to institutionalization; making recommendations concerning new and revised legislation affecting rebalancing; serve as a liaison with interested groups, agencies, the legislature, and other divisions and departments regarding BIP; developing and implementing rules, regulations, standards, and controls for carrying out and completing the Balancing Incentive Program. This position involves completing required federal reporting; annual budgeting; monitoring and implementing structural as required in the Balancing Incentive Program federal terms and conditions and performing other related duties.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: One year of experience evaluating, analyzing, researching and developing health care services, policies and programs.
Note:
A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
The successful applicant should have experience in managing projects, contract monitoring, and writing reports.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
