Main Purpose of Job

The mission of the Maryland Board of Physicians (Board) is to assure quality health care in Maryland through the efficient licensure and effective discipline of health providers under its jurisdiction by protecting and educating clients/customers and stakeholders, and enforcing the Maryland Medical Practice Act. This is a full performance Health Policy Analyst Associate position assigned to the Communications, Education and Policy (CEP) unit, reporting directly to and working under the close supervision of the unit manager with responsibility for supporting and advancing the Board's policy, legislative, regulatory, communication, education and outreach initiatives. The principal duties of the position include, but are not limited to, assisting with and conducting research and quantitative and qualitative analysis, assisting with drafting regulations, legislative, proposals, legislation, and documents pertaining to the legislative session, interpreting bills for the impact on the Board, making recommendations and presenting to the Board, Panels and Committees on the Board's policy agenda, preparing summaries and reports, drafting and editing general correspondence and newsletter articles, responding to the Controlled Correspondence, Public Information Act requests, subpoenas and inquiries on policy matters from the public. The position maintains effective working relationships with the Office of Governmental Affairs (OGA) and the Office of Regulation and Policy Coordination (ORPC), other governmental legislative representatives and stakeholders. The position will also be responsible for handling special projects and other duties as assigned.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  One year of experience performing qualitative or quantitative analysis.

NOTE:

Eighteen (18) credit hours towards a Master’s degree in Health Sciences, Health Care Administration, Public Policy or closely related field may be substituted for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
