Main Purpose of Job

The Department of Natural Resources, Chesapeake and Coastal Service in Annapolis, Maryland is currently accepting applications for a Natural Resources Planner III. The selected candidate will have the role of Implementation Project Officer under the Center for Restoration Finance within DNR's Chesapeake and Coastal Service. This position will fill the role of Implementation Project Officer at the Center for Restoration Finance within DNR's Chesapeake and Coastal Service. Adequate Project Officer capacity is needed to ensure the development of projects and investments for the Chesapeake and Atlantic Coastal Bays Trust Fund solves problems in new ways, reflects the latest expertise, are comprehensive and collaborative, can be readily evaluated, and hold some promise for having broader than local impact, whether by bringing projects to scale or by working to effect changes in the policy arena. In addition the Implementation Project Officer ensures effective management of a project once it is funded by providing extensive counsel and technical assistance.

Specific tasks related to this role include:

- Conferring with technical and field staff from grantee organizations to obtain reports and data related to project implementation and resource deliverables.

- Managing restoration projects via site visits and meetings to document progress, oversight of invoicing and tracking of expenditures, and assistance in developing an annual report to the State legislature.

- Providing technical assistance and coordination in the development of new projects and partnerships and advise and assist the Division in the development of new financing strategies, policies, and tools related to Chesapeake Bay and local watershed restoration.

This position will also be the Center for Restoration Finance's lead on restoration project monitoring and verification and will collaborate with partners in developing monitoring and verification strategies to ensure that state investments are delivering desired water quality and ecosystem uplift.

MINIMUM QUALIFICATIONS

For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.htm with the application.

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: Three years of experience in natural resources planning or applied environmental science.

Notes:

1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.  

SELECTIVE QUALIFICATIONS

One year of professional work experience with water quality monitoring and/or best management implementation and planning to meet local water quality goals.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

Understanding of water quality regulatory issues (permitting, TMDL, MS4) is preferred.

Knowledge of restoration best management practices and ecological functions is preferred.

Strong verbal and written communication skills are preferred.

Familiarity with best management practice efficiencies as determined by the Chesapeake Bay Program and ability to apply approved efficiencies to project implementation is preferred.

Experience with biological monitoring is preferred.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
