Main Purpose of Job

This position is located within the Financial Unit of the WIC Program in the Prevention and Health Promotion Administration.  The main purpose of this position is to develop contract specifications and coordinate procurement activities in accordance with state procurement procedures, laws and regulations. This position also works as part of the Management Evaluation team to perform the finance policy/procedure portions of the local agency Management Evaluations.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Candidates must possess one year of experience in writing specifications for products, soliciting bids, and reviewing and approving the proofs and/or sample products received from potential vendors.  If applicant has completed 90 credits or more of graduate education, they will meet the selective qualifications.  If this experience is not documented on your application, you will not receive credit. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
