Introduction

The Maryland State Retirement Agency’s (MSRA) Finance Division is seeking a candidate to fill the Administrative Officer III position in its Fiscal Accounting Unit.

The main purpose of this position is to plan, organize, and manage the day-to-day Agency’s Accounts Payable/Cash Receipts/Payroll/Accrued Leave Management operations of the Finance Division’s Fiscal Accounting Unit (FAU).  Primary responsibilities include, but are not limited to, managing the payment of Agency expenses; processing and analyzing accrued leave for Agency employees; reconciling and/or initiating adjustments to the Agency’s bi-weekly payroll; and daily processing of the Agency’s cash receipts and submission of daily bank deposits. This position will also support and assist the Fiscal Accounting Supervisor with the billing and collection of accounts receivables and/or special revenues collections. Candidates must have prior training and experience using the Maryland FMIS and proficiency with processing not only payables and receivables in FMIS, but, entering journal entries, running reports and performing essential reconciliations of the like. Candidates must also have prior training and experience with the State Personnel System as an Agency Lead Team member and in a Timekeeper or administrative role.

Main Purpose of Job

The primary function of this position is to plan, organize, manage and supervise the functions of the Agency Accounts Payable/Cash Receipts/Payroll/Accrued Leave Management Unit of the Finance Division in order to insure the efficient and effective operations and processing of the Agency's Accounts Payable, Cash Receipts, Payroll and administration/management of the Agency staff's submission of leave and timesheet entries into the Statewide Personnel System (SPS). Primary responsibilities include, but are not limited to: managing the payments of Agency administrative and operational expenses; analyzing and processing agency accrued leave and expenditures; calculating, reconciling, and processing adjustments to the Agency bi-weekly payroll; and conducts required planning, organizing, and supervision of the daily processing of the agency cash receipts and payment of agency operational and administrative expenses and obligations essential in supporting the mission and fiduciary responsibility of the Maryland State Retirement Agency.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years’ experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.  

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience. 

SELECTIVE QUALIFICATIONS

Candidates must have three (3) years of experience working with FMIS (experience will be prorated for graduate level education.  Candidates may substitute graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience)

DESIRED OR PREFERRED QUALIFICATIONS

3 years of work experience with FMIS, RSTARS and ADPICS

Experience with SPS/Workday Timekeeping for payroll purposes

Experience with Accounts Payable and Payroll functions

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland. Please DO NOT forward photocopies of your license.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
