Main Purpose of Job

This position serves as the Property Manager for the Department of Human Resources (DHR), Property Management. The incumbent in this position ensures that the office space and facility needs for DHR Central and the Local Departments of Social Services (LDSS) are met by overseeing Facilities Operations Regional Project Managers and liaising with LDSS representatives and the Department of General Services (DGS); coordinates the implementation of construction/renovation projects that are designed to significantly upgrade office space for DHR; liaises with the DGS as they evaluate the needs and requests for facilities and space, design construction and/or modification of Central and LDSS offices; and contributes to DHR's mission by enhancing and facilitating the design and maintenance of a work environment that encourages quality service delivery, improved staff morale and productivity.

POSITION DUTIES

Assists with overseeing the daily operational functions of the Office of Facilities Operations; plans, supervises, coordinates and facilitates the assignments of Facilities Operations Project Managers in the performance of daily routines and special projects within assigned facilities; shares the responsibility for inspection and upkeep of DHR Central and all local offices; attends progress meetings which involves DGS, landlords, technical vendors, and other appropriate personnel; provides progress and status reports to the Assistant Chief, Facilities Operations and all other appropriate leadership in the Division of Administrative Operations; oversees the assignments and scheduling of repair, construction and renovation projects; oversees scheduled inspection visits to all sites to ensure appropriate maintenance, upkeep, and resolution of facility issues during construction and prior to possession of a facility for compliance; meets with private landlords, vendors and contractors to discuss issues, matters and/or concerns regarding DHR leased facilities, projects and services; participates in the development of detailed repair and renovation plans for the preparation of architectural blueprints to be used as a contractual document for a project; coordinates with landlords/property managers to correct infractions found during inspections; and develops and coordinates detailed plans for special short term projects as directed by the Office of the Chief, the Deputy Chief of Administrative the Assistant Chief of Property Management (e.g., DHR Central, LDSS, and CSEA staff moves and departmental relocations).

MINIMUM QUALIFICATIONS

IMPORTANT PLEASE READ:

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Two years of experience in property management to include leasing, facility oversight and fit-up of buildings. (You must possess this experience for approval. There are no substitutions available)

DESIRED OR PREFERRED QUALIFICATIONS

DESIRED OR PREFERRED QUALIFICATIONS: The ideal candidate will possess the following:

1. Experience with facilities operations.

2. Excellent written and oral communication skills.

3. Ability to work independently, under a variety of emergency conditions.

4. Experience working/coordinating successfully and diplomatically on complex projects involving multiple partners and objectives.

5. Ability to prioritize and handle multiple projects simultaneously.

6. Experience with researching, analyzing and reporting information.

7. Experience with personal computer, calculator, copier machine and fax machine, various computer software programs (to include REMEDY), digital cameras, State-issued cellular telephone, measuring devices, carpentry and other facility maintenance related tools.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
