Main Purpose of Job
The Maryland Public Service Commission is seeking a full-time Administrative Officer III in the Administration Division. This position provides assistance to the Executive Secretary in the oversight and management of: Annual Commission reports for the Governor and General Assembly; rule making dockets which includes the submission of new and revised regulations for publication in the Maryland Register; the Formal Complaint and Appeal Process; and administrative functions associated with receipt of Federal Grants managed by the Administrative Division.
POSITION DUTIES
Manage the administrative docket for rule makings initiated by the Commission, including preparations for the physical rule making sessions; attending rule making sessions as recording secretary; preparation of draft minutes; preparation and submission of forms and proposed/adopted regulations for publication in the Maryland Register; and answering questions of Staff, Division of State Documents, and interested parties on the rule making process and submissions.
Manage the Commission’s annual reporting obligations as required by Maryland law, including maintaining a tracker system as to when reports are required to be filed; making revisions and edits to the reports as directed by the Commission; and drafting transmittals and submitting reports in compliance with the Maryland laws.
Manage the Formal Complaints from Office of External Relations Decisions and Appeals from proposed orders in the Transportation cases docket, including maintaining the pending correspondence and case file for each Complaint or Appeal, responding to Consumer questions in connection with pending cases, and supervising the issuance of the orders of the Commission after deliberation of a case.
Manage the administrative functions associated with federal grants managed by the Administrative Division, including the preparation of required reports to the federal agency required by the grant award.
Other administrative tasks as assigned by the Executive Secretary.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree from an accredited four-year college or university.
Experience: Three years experience in administrative or professional work.
Notes:
1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.
2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.
DESIRED OR PREFERRED QUALIFICATIONS
The ideal candidate will possess the following: Familiarity of COMAR and COMAR Style Manual associated with the regulations.Candidate must have the ability to effectively communicate both written and orally. Candidate must have a strong working knowledge of Microsoft Office.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
