Introduction

This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply. This position is limited to current Maryland State employees only.

Main Purpose of Job

The primary function of this position is to serve as Assistant to the Office of the Director of the Land Management Administration, which entails a comprehensive understanding of programmatic, personnel, and administrative responsibilities requiring independent judgment and strict confidentiality. This position has access to confidential and discretionary information used in the formulation of the Land Management Administration's budget on behalf of the Director and Deputy Director. This position ensures that all of the Land Management Administration's programs and policies are well coordinated and efficiently and consistently implemented in accordance with Department and Administration goals and objectives. This position also represents the Office of the Director on special work groups, directs and coordinates inter-and-intra Departmental high level, multi-media projects and serves as liaison for the Administration with special interest groups, elected officials, the public, other government agencies and the regulated community.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.  

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following: (please indicate on your application if you possess any of the following:

  • Excellent communication skills; both verbal and written;
  • Advanced office support skills;
  • Experience composing/proofreading correspondence, letters, memos and emails;
  • Proficient computer skills, including Google mail/calendar, Microsoft Word, Excel, etc.;
  • Excellent interpersonal skills;
  • Ability to work in a fast-paced, ever-changing environment;
  • Ability to work independently;
  • Experience using IQ (intranet Quorum) Governor's tracking system;
  • One year of experience providing secretarial support to an elected official or a high level Administrator.

Limited to Maryland State employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

EXAMINATION PROCESS

Your application is part of the examination process.  The assessment will be a rating of your education, training and experience related to the requirements of this position.  Therefore, it is important that you provide complete and accurate educational and employment information on your application.  Successful candidates will be ranked as Best Qualified, Better Qualified or Qualified and placed on the employment list for at least one year. This list will be used by the hiring agency to select employees.  Education credentials and experience verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process, if one is required.  Please note that you will be required by the appointing agency to provide proof upon hire of all certifications, licenses, educational and work experiences.

The MD Department of the Environment does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under this Act in order to be hired in the position for which you apply.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
