Main Purpose of Job

The Budget Analyst is responsible for the preparation and management of the Maryland Lottery and Gaming Control Agency's operating budget totaling approximately $99.2 million. The main purpose of this position is to assist the Agency's Deputy Director in the preparation and monitoring of the Agency's budget. This position will be responsible for gaining a full understanding of all aspects of the Agency's budget, interacting with both the Department of Budget and Management's (DBM) and the Department of Legislative Services (DLS) budget analysts to answer questions concerning the budget, preparing budget testimony and attending budget hearings. This position will be responsible for preparing all budget related reports required by DBM and DLS.

POSITION DUTIES

Examples of required duties include but are not limited to the following:

  • Monitor and reconcile agency's operating budget.
  • Track expenditures monthly and prepare monthly reports.
  • Prepare budget testimony for hearings.
  • Utilize accounting systems such as Financial Management Information System (FMIS)
  • Receive and review internal budget reports for recommendations.
  • Research and resolve discrepancies.
  • Prepare internal year end closing.
  • Review and verify bank deposits.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

DESIRED OR PREFERRED QUALIFICATIONS

- Experience in preparing and monitoring a budget in excess of $90 million.  

- Experience analyzing and projecting expenditures.  

- Knowledge of year end closing procedures utilized by the State of Maryland

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
