This is a MANAGEMENT SERVICES position with the Department of Public Safety and Correctional Services. The incumbent serves at the pleasure of the appointing authority.

Main Purpose of Job
The purpose of this job is to provide oversight for a statewide, comprehensive mental health program. This includes the oversight of the psychology, mental health vendor who provides psychiatric services and mental health inpatient units. The duties includes the development of programs; to identify mental health programs at intake; identify inmates with suicidal risks; develop treatment plans to manage mental health problems; ensure that appropriate mental health services are provided and that after-care planning is initiated. As part of this program appropriate mental health professionals must be recruited, trained and supervised to provide services that match best practices as described by the ACA, NCCHC, and NIC.
POSITION DUTIES
Under the Director of Behavioral Health Services the incumbent is responsible for the development and implementation of a statewide, comprehensive mental health program. The administrative components of this position include, but are not limited to the following:
· Recruit and recommend appropriate mental health personnel to the various institutions
· Monitor and Collaborate with the Mental Health Contractor for psychiatric services to the inmate population
· Routinely collaborate with all vendors providing mental and medical health care to the inmate population.
· Consult with the Regional Executive Directors, Wardens or other staff at the institutions regarding personnel needs
· Provide interim supervision for psychology associates that do not have Chief Psychologists (register all these associates with the Board of Examiners)
· Develop mental health programs using evidence-based programs and “Best Practices” standards
· Develop training programs for mental health professionals and custody staff in the area of mental health
· Maintain a centralized data base for all inmates who suffer from a mental disorder
· Apply for and maintain grants to provide mental health services
· Develop and review a Mental Health Treatment Services manual that keeps the mental health program in line with “Best Practices” standards
· Audit each institution to ensure that the staff are compliant with programmatic standards
· Provide direct supervision to the Mental Health Treatment Services Managers and the Regional Psychology Chiefs
· Occasionally represent the Director of Behavioral Health Services unit to other State agencies or outside agencies
MINIMUM QUALIFICATIONS
Education: Doctor of Philosophy (PhD) or Doctor of Psychology (Psy.D)
Experience: One year experience working in an acute psychiatric unit
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Candidates must be licensed as a Psychologist by the Maryland State Board of Examiners of Psychologists prior to permanent appointment to a position in State service.
