LOCATION OF POSITION
Main Purpose of Job
The Department of Natural Resources (DNR), Maryland Park Service, is currently accepting applications for a Park Services Associate Lead position to serve as the Central Region Training Officer based at Patapsco Valley State Park in Ellicott City, Maryland (Howard County). This position facilitates training for all classifications of employees and coordinates training and classroom logistics. The Training Officer develops lesson plans, monitors and reports statewide training sessions, and plans and oversees meetings and program planning, design and implementation of park operations and resources. The incumbent maintains instructional expertise in public speaking, time management, lesson organization and classroom management. This position must be trained in park operations as they pertain to planning and developing training lesson plans and field training requirements for all park personnel.
The selected candidate may also perform front-line operational duties for a state park, and may be responsible for daily operations and maintenance of a day use and campground area and facilities. The selected candidate will be responsible for directing full-time personnel, and educating the public on resource management. In addition, the candidate will provide assistance to visitors in support of the management of natural, cultural, historical and recreational resources for the benefit of the public. Weekend and holiday work will be required. This is a designated emergency essential position, and therefore the ability to work nights, weekends and during adverse weather conditions is required.
MINIMUM QUALIFICATIONS
For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.htm with the application.
Education: A Bachelor’s degree from an accredited college or university in the field of park operations, recreation, education, business administration, forestry, social sciences, history or a natural resources or history related field.
Experience: Three years of experience in forest or park management, recreation, or natural resources management, or preparing, developing or delivering programs that interpret natural, historical, cultural or recreational features.
Notes:
1. Candidates may substitute a Master’s degree from an accredited college or university in the field of park management, recreation, education, business administration, forestry, social sciences, history or a natural resources related field for one year of the required experience.
2. Candidates may substitute experience in park management, recreation or a natural or cultural resources related field on a year-for-year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in management and program clerical and assistance classification or management and program clerical and assistance specialty codes in the general, administrative, clerical, and office services field of work on a year-for-year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

Professional experience in project management in either the training environment or field environment i.e. event planning, curriculum development, interpretive program development etc.

Two years of professional experience involving public speaking, training, interpretation, technical writing, curriculum development, e-learning development.

Excellent communication skills (verbal and written).

Experience with Business, E-Learning, and Video production software i.e. Adobe Suite, Microsoft Office (Word, PowerPoint, Excel), Adobe Captivate, Articulate Storyline, Camtasia, etc.

Experience in park operations, maintenance, or interpretation.

Experience in Google Applications, Blogger, Drive, Calendar, Email, etc.

Experience working with government agency partners, training partners, i.e. American Red Cross, American Heart Association, International Critical Incident Stress Foundation, Maryland Institute of Emergency Medical Services or similar organizations.
- Certifications in American Heart Association Cardiopulmonary Resuscitation, Emergency Medical Responder or greater; American Red Cross Lifeguard Certification, ARC Lifeguard Instructor Certification, ARC Small Craft Safety Instructor Certification or equivalent certifications.

Employees in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
