Main Purpose of Job

The Department of Natural Resources (DNR), Maryland Park Service, is currently accepting applications for a long-term contractual Administrative Specialist III for the Training Division in Annapolis, Maryland. This position provides assistance in the formulation and monitoring of the training budget, prepares and processes training invoices, and monitors expenditures, corporate card purchases and encumbrances. The selected candidate maintains training files and the training database, to include data entry, report development and design. The incumbent maintains the training calendar, registration system, and training website. This position makes recommendations concerning operational needs and priorities and responds to inquiries from the public and Maryland Park Service staff. The selected candidate assists with the organization and maintenance of all training related materials. The incumbent also aids in the development of e-learning, and course content materials.

In the area of customer service, this position is responsible for providing current information to internal customers on training policies, registration process and for coordinating staff response to inquiries. The selected candidate is also responsible for distributing mail and maintaining office files, compiling statistical data to include visitation figures and mileage forms, preparing seasonal contracts for and purchasing office supplies for the training unit. The incumbent also assists with general public information requests both on the phone and in writing, by answering general customer questions regarding services, providing pass information including the issuing of current passes, and in general supporting full-time customer service staff in meeting the needs of the park patron.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

For education obtained outside of the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. If you possess a degree obtained outside of the United States, please submit a detailed, course-by-course evaluation report from one of the U.S. equivalency evaluating members identified at http://www.naces.org/members.htm with the application. 

SELECTIVE QUALIFICATIONS

Applicants must meet the selective qualification(s) to be considered. Include clear and specific information on your application regarding the qualification(s).

One (1) year of experience using Skills Manager Software (Crown Pointe Technologies) is required.

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following. Include clear and specific information on your application regarding the qualification(s).

One (1) year of experience working with the Maryland Park Service is preferred. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BENEFITS

Contractual employees who works for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.  As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
