Main Purpose of Job

This position functions as a Program and Systems Analyst within the Department of Human Resources (DHR), Family Investment Administration (FIA), Bureau of Systems Development and Management, Office of Operations. The incumbent in this position participates in various aspects of systems operations, including but not limited to updating the parameters of Clients Automated Resources and Eligibility System (CARES) and myDHR systems; processes and reconciles records in the Health Benefit Exchange (HBX) and Interim Data Base (IDB) and reviews business requirements and design documents.

POSITION DUTIES

Designs, develops, tests, implements and maintains automated systems such as the HBX and DHR systems in accordance with Federal and State rules and regulations including the implementation of future enhancements;

Evaluates proposed design changes to ensure compliance with State and Federal statutes; designs and evaluates program solutions according to policy; participates in various aspects of systems operations (HBX, myDHR, CARES, WORKS, IDB and other systems development projects;

Collaborates with OTHS System Security staff to reset system passwords;

Completes, submits forms and correspondence related to security system access;

Develops procedures for the Local Departments of Social Services as Federal and State Health Care Reform and Welfare Reform changes are mandated in the use of the automated systems and their impact on local workflow including designing, developing, and training on new or existing procedures;

Maintains expert, working knowledge of all Family Investment programs in order to assess system impact of changes and prepares procedural material for creating and updating program manuals;

Responds to inquiries regarding aspects of the programs; provides leadership and represents the Department on task forces and work groups; participates in the development/writing of Request for Proposals (RFP); prepares reports and evaluates programs; and monitors deliverables and spending on contracts.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated and include any computer software experience (Ex. Word, Excel, Access, etc.) used in each of the positions you held. 

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education. 

SELECTIVE QUALIFICATIONS

One year experience in a Family Investment Program using systems, such as:  Clients' Automated Resources and Eligibility System (CARES), myDHR, WORKS, Electronic Payment Processing and Information Control (EPPIC), Electronic Case Management System (ECMS) or systems used to administer health benefits (Health Benefit Exchange (HBX), Interim Data Base (IDB), Maryland Medicaid Information System (MMIS).

IMPORTANT, PLEASE READ:  You must possess this selective qualification to be approved for this recruitment. There are no substitutions available for this experience.

DESIRED OR PREFERRED QUALIFICATIONS

Detailed knowledge of rules, policy regulations and procedures for Family Investment Programs. Detailed knowledge of the systems used to administer the Family Investment Programs (CARES, myDHR, WORKS, EPPIC, ECMS, etc).

Knowledge of systems used to administer health benefits (HBX, IDB and MMIS)Knowledge of user testing.

Ability to understand the Department of Human Resources agency's purpose, programs, organization and procedures. Ability to write and communicate effectively.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
