Main Purpose of Job

To administer the overall operations of the statewide Public Guardianship, Legal Assistance and Elder Abuse Prevention programs including: administrative direction, technical assistance, training and education, coordination and monitoring and evaluation of programs administered by area agencies on aging, contracted legal service providers, and other grantees.   

Guardianship  

  • Responsible for the administration of the statewide Public Guardianship Program;
  • Ensure compliance with legal mandates by designing and implementing effective monitoring systems that determine local program strengths and weaknesses and ensures efficient and effective use of funding and other resources;
  • Design and recommend program policies, procedures, standards and controls that meet the mission of the program and Department;
  • Provide orientation training to new program staff;
  • Coordinate program activity with other services for the elderly to serve public wards by developing and enhancing the network of support systems among local agencies, consulting with staff of other Department divisions and units;
  • Represent the Department on committees, at meetings and with other agencies;
  • Promote Department initiatives and act as a liaison between the Department and other agencies;
  • Provide information and education to the public through speaking engagements and the development of publications, training modules, and other material;
  • Represent the interests of public wards before the Guardianship Review Board, as needed;
  • Represent the interest of the Department and clients on boards, commissions, committees, and task forces.      

 Legal Assistance  

  • Responsible for the overall administration of the Title III B Legal Assistance Program;
  • Work with the AAAs to develop programs that provide designated services (information, counseling, legislative/administrative advocacy, litigation, representation, and education);
  • Develop and conduct a monitoring system to determine that the local programs are in compliance with appropriate Federal and state laws, regulations, and  other requirements;
  • Solicit input from the public, AAAs and providers regarding the operation of the program and legal needs of the elderly; 
  • Represent the interests of the Department and clients on boards, commissions, committees, and task forces.  

 Elder Abuse  

  • Responsible for the overall administration of Title VII Elder Abuse activities,  lead elder abuse prevention activities;
  • Facilitate coordination with local and federal partners to address elder abuse, spearhead  outreach efforts, including World Elder Abuse Awareness Day  (WEAAD) events;
  • Attend and host elder abuse related training events.  

In general, provide technical assistance and training to AAA program staff, providers, and the public regarding the programs and relevant issues that  impact the programs; collect and analyze data for reports; monitor provider grants and contracts; coordinate services with other relevant programs in the aging network; promote increased understanding of program operations to assure support for local programs and staff; respond to requests for assistance with specific cases; interpret federal, state and Department policies and practices to AAAs, staff, and the public; address consumer inquiries/issues; and, serve as the Department’s resource person on legislation.  

The ideal candidate will have knowledge of the Older Americans Act, and the Maryland Aging Network. Candidates should have excellent oral and written communication skills.  

Statewide travel is required for this position.              

MINIMUM QUALIFICATIONS

Education:  A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

·  Minimum of two years of direct legal experience, particularly in the area of Elder Law and Elder Abuse;

 · Minimum of two years training experience;

 · Minimum of two years database experience.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
