Introduction

This is a Position-Specific Recruitment for the Social Services Administration.  You must possess two years of experience in a child welfare federal funding program and meet the minimum education and experience requirements to be approved for this recruitment.

Main Purpose of Job

This position supervises assigned Title IV-E determination staff in Foster Care, Adoptions and Guardianship Assistance Programs for the Department of Human Resources (DHR), Social Services Administration (SSA). The incumbent in this position is responsible for the daily on-site and off-site supervision of the Title IV-E Specialist work assignment for Region I - Baltimore City; consults and assists local department Title IV-E liaison, central and local office staff on a variety of Title IV-E and other Federal funding issues; monitors and approves Foster Care, Adoptions and Guardianship Assistance expenditures; coordinates data from various sources to meet Federal reimbursement and reporting requirements needed to receive Federal funds for Child Welfare Services; and recommends and implements initiatives to maximize Federal funds. This position must require a thorough knowledge of State and Federal regulations to ensure that maximum allowable federal fund reimbursement is received for the delivery of child welfare service.

POSITION DUTIES

This position plans, coordinates, supervises, and evaluates the work of the Region I - Baltimore City Title IV-E specialist staff; completes compliance determinations for Title IV-E Foster Care, Kinship Care, Subsidized Adoption, and Guardianship Assistance Programs; claims reimbursement of maintenance payments for eligible cases and other associated administrative costs; monitors and evaluates productivity tracking of assigned specialist staff workload; establishes minimum productivity goals and evaluates accuracy of work assignments; establishes a work plan based on SOP for each assigned Local Department of Social Services (LDSS) in coordination with LDSS IV-E liaison; meets regularly with LDSS liaison to discuss status of Title IV-E program, local compliance and progress; monitors program performance and outcome data to ensure compliance with Federal and State regulations by conducting on-site review of case records for accuracy and evaluate for program effectiveness; and participates in periodic comprehensive program reviews of LDSS, DJS, and central office Federal funding standard operating procedures to determine if Federal funds are being accurately maximized.

Provides technical assistance, consultation, and training to local staff within assigned region and assists DHR Central Title IV-E office in statewide training in the 24 LDSS, DJS and DHR/SSA for compliance with Federal and State regulations and to improve the quality of eligibility determinations; drafts and maintains data for assigned region on compliance with Federal requirements, collaborations on local level between LDSS and courts system; participates in budget process regarding regional needs; interacts with LDSS and DJS eligibility specialists, caseworkers, finance staff, unit administrators, contractual staff, and other stakeholders to provide guidance as needed to resolve issues that arise and render interpretations of the Department of Health and Human Services (DHHS), Administration for Children and Families (ACF), and the Center for Medicare and Medicaid Services (CMS); and represents SSA at meetings, trainings, and workgroups where matters of Federal revenue for child welfare programs.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

Two years of experience in a child welfare federal funding program.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

1. Experience with Network Systems, including  Microsoft Windows (Word, Excel, Access and PowerPoint) Adobe, and Google (gmail, docs, sheets, calendar, etc).

2. Experience with Client Information System (CIS), Maryland Children's Electronic Social Services Information Exchange (MDCHESSIE), Client Automated Resources and Eligibility System (CARES), and Maryland Automated Benefit System (MABS)

3. Strong written and oral communication skills.

4. Ability to prioritize and multi-task effectively.

5. Flexibility in a busy environment.

6. Strong time management, priority setting and problem-solving skills.
