Main Purpose of Job

The main purpose of this position is to assist the Program Administrator with overseeing and implementation of the work activity program within Baltimore City Department of Social Services. The incumbent will ensure that Baltimore City does not have repeat audit findings by developing procedures to ensure program compliance. Additionally, this position guarantees that eligible Temporary Assistance for Needy Families (TANF) customers are assessed and placed in a Federally defined work activity, and receives assistance with removing barriers as well as submits the proper verifications needed for those TANF customers who are exempt from actively participating in a work activity by providing policy interpretation and case reviews.

POSITION DUTIES

This position will assists the Program Administrator with making decisions regarding procedures and planning for the Baltimore Works! program by developing procedures which address program policies and issues.  Provides administrative leadership for the Baltimore Works! Program in the absence of the Program Administrator.

Provides direct supervision to supervisors of the following units:

1. Employment and Training Unit.

2. Case Management Unit.

3. Data & Reporting Unit.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.                                            

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education. 

SELECTIVE QUALIFICATIONS

One year of experience performing quality assurance, monitoring and compliance.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

High proficiency in Excel.

One year of using analytic software such as Access, VBA, R, SQL, Alteryx, or SPSS to improve processes.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
