Introduction

Maryland State Department of Education is recruiting for three (3) Administrative Specialist II positions. The positions are Patron Services Assistant, Business Office Manager, and Maryland Accessible Textbook Program (MAT) Specialist; located in the Division of Library Development and Services (DLDS). The resulting eligible list will be maintained for one (1) year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

These are administrative positions one responsible for providing leadership and assistance to provide high quality library service to clients of the Maryland State Library for the Blind and Physically Handicapped (LBPH) -AND- one responsible for providing high quality library service to the clients of the Maryland State Library for the Blind and Physically Handicapped (LBPH) while supporting the Branch Chief and ensuring the smooth functioning of LBPH business and procurement processes by serving as a procurement specialist -AND- one responsible for providing support to the coordinator of the Maryland Accessible Textbook Program (MAT) program as well as the Management Associates.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Knowledge of reference and research methods and techniques used in collecting, compiling, and organizing data and information; knowledge of basic analytical principles and techniques; knowledge of the nature and function of LBPH, organization charts, staffing patterns, and work-flow diagrams; skill in the use of standard office software; skill in short and long range planning; ability to prepare and present reports; ability to establish and maintain effective working relationships with co-workers and the general public; ability to learn an agency’s purpose, programs, organization and procedures; ability to make decisions related to patron service issues; ability to make decisions related to reader advisory service; ability to provide procurement services to LBPH staff; ability to process payments and create purchase orders for current contracts; ability to prepare and validate credit card reconciliations; ability to suggest recommendations for improvement of work flow of the unit; ability to participate in short and long range planning; and the ability to participate in the design of the application process.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience assisting individuals with disabilities
  • Experience with Integrated Library System (ILS) computer equipment and software
  • Extensive experience with current versions of Microsoft Office (Excel, Outlook, Access, and Word)

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
